He asked the Minister of the Interior and Public Security (General Jean Baptiste Tine Editor’s note) and the Keeper of the Seals, Minister of Justice (Ousmane Diagne, Editor’s note) to take, in accordance with the laws and regulations, all the measures and provisions necessary for a peaceful electoral campaign throughout the national territory. The President of the Republic then raised the issue of formalizing the informal sector. In this sense, he asked the Government to define, with all stakeholders, a national doctrine for the formalization of the informal sector around a better structuring of activities and actors, but also an optimal reorganization of the supervision of different State entities in the areas of training, financing, taxation and installation in special zones, sites and dedicated spaces. In this spirit, he indicated to the Prime Minister the importance of holding consultations with the Consular Chambers of Senegal to accelerate the systemic transformation of the informal economy.
THE PROMOTION OF LOCAL EXPERTISE IN PUBLIC ORDERS ADVOCATED
The Head of State also recalled his particular attachment to the modernization of national crafts. He underlined the urgency for public supervision and financing structures (DER/FJ, 3FPT) to step up their efforts alongside the interventions of the Agency for the Promotion and Development of Crafts (APDA) and the Chambers of Trades to further support the production units of artisans in Senegal who must quickly evolve into real SMEs or SMIs. He signaled the imperative of modernization and reorientation of the Dakar International Fair towards the promotion and valorization of national production. Speaking of culture, he invited the Minister of Culture to work more on the popularization of our cultural and historical heritage and to ensure the preservation of classified historical heritage in particular Gorée, memory island, which must benefit from special attention . REVITALIZING DESTINATION SENEGAL
President Bassirou Diomaye Faye also asked the Minister of Tourism and Crafts to revitalize all organizations promoting the “Senegal destination” in perfect synergy with local actors, tourist circuit operators and other professionals in the sector. . He indicated the imperative of strategic control of the development and construction of hotel and tourist establishments on the national coast and the sites placed under the management of the Society for the Development and Promotion of Coasts and Tourist Zones of Senegal ( SAPCO). At the same time, he underlined the urgency of significantly improving the living environment and security in tourist areas and sites but also of ensuring the permanent strengthening of tourist police to better secure activities. In the dynamic of developing youth employment, the President of the Republic asked the Government to prioritize tourism in the mechanisms of the 3FPT and the national State-Employer convention. It also involves supporting the National Hotel and Tourism Training School as well as training centers for tourism professions. He asked the Minister of Tourism and Crafts and the Minister of Finance and Budget to evaluate, restructure and strengthen tourism financing through the readjustment of hotel credit interventions, a mechanism which should underpin rapid recovery. and sustainable development of the sector. He also indicated to the Minister of Tourism to work in conjunction with the Minister of Air Transport, the private sector and the airlines, on the annual organization in Senegal of a major international tourism fair in order to promote the “destination Senegal” but also develop domestic tourism.
The Head of State finally returned to the fiftieth anniversary of the Senegalese Institute of Agricultural Research. He took this opportunity to send his “warm congratulations and encouragement” to all the scientific, technical and administrative staff of ISRA.
