The president of the Senegalese Constitutional Council, Badio Camara, recently made an unprecedented revelation. On the occasion of an intervention in France, as part of the “Nuit du Droit” — a meeting of exchanges between justice professionals, organized by the French Ministry of Justice under the aegis of Laurent Fabius — Badio Camara provided details concerning a particularly sensitive matter submitted to the Constitutional Council: the possibility of a third term for former President Macky Sall.
According to Walf Quotidien, interviewed by a journalist, Badio Camara confirmed that a “request for opinion” had been made by Macky Sall himself. This referral concerned the possibility of running for a new mandate, although the Senegalese Constitution has stipulated since 2016 that the president can only exercise two consecutive mandates.

“The arrangement [constitutionnelle] seems clear,” said Badio Camara, returning to the analysis made by the Seven Sages. Macky Sall’s career, according to him, respected this principle with a first term starting in 2012 and a second in 2019, normally ending his presidency in 2024. However, the idea of a third term had been raised by certain supporters of Macky Sall, who saw him as an “indispensable” leader for the country. “But a few months before the election, Macky Sall solemnly announced to the Nation that he would not run again,” recalled Camara, thus putting an end to speculation.
Badio Camara explained that the Constitutional Council had given an unfavorable opinion “very quickly”, confirming the impossibility for Macky Sall to run for a third term.
