New medico-social planning for 2040: major challenges linked to a significant increase in the number of elderly people
New medico-social planning for 2040: major challenges linked to a significant increase in the number of elderly people

The Jura Government presents its new medico-social planning (PMS) for 2040. It takes into account demographic developments and the future needs of elderly people with impaired autonomy or health. It forecasts a very strong increase in the number of people aged over 80 in the cantonal territory. The challenges to be met are therefore very important and require a commitment from all of society. The Government also took stock of the 2012-2022 medico-social planning.

By 2040, the number of people aged 80 and over (main beneficiaries of PMS) will increase from around 4,900 to around 8,200 people (+68%) in the canton of Jura. This very significant increase represents major societal challenges in order to guarantee adequate care for seniors who will require support and care. We therefore expect care needs to increase significantly during this period.

To face these challenges, the Government adopted the new medico-social planning for 2040 (PMS 2040). It determines the future needs of elderly people in the cantonal territory based on different hypotheses. The objective is in particular to delay entry into an institution when possible, i.e. for 10% of situations. To achieve this, different courses of action have been identified with the help of stakeholders in the health and social field and experts. Elderly people were also consulted as future beneficiaries of PMS. The work carried out made it possible to determine seven priority areas for action:

  • Health promotion, disease prevention and early detection of fragilities
  • Establishment of care networks and health centers
  • Home support
  • Social support and community participation
  • Digital and technological development
  • Financing mechanisms
  • Shortage and evolution of nursing and medical professions.

The Government, through the Public Health Service and the Social Action Service, now has an overview and will lead the implementation of the PMS. The State will determine the concrete actions to be carried out in priority areas. It also counts on the participation of stakeholders in the field to propose pilot projects that it is ready to support. A call for projects, initially focused on areas related to health, is also being launched today by the Public Health Service. Other projects in the social field will also be set up.

Note that medico-social planning takes into account the population of Moutier. It is not fixed and serves as a reference framework based on projections to be adjusted regularly according to updated statistical and demographic data, epidemiological and technological developments, etc. Interim assessments will be carried out regularly.

PMS 2012-2022: satisfactory results

The Government also took stock of the 2012-2022 PMS. It shows a particularly important evolution in the care of the elderly over the past decade.

The desire to prioritize keeping elderly people at home for as long as possible and in good conditions has borne fruit. Intermediate structures (between the home and the institution) such as protected apartments, day centers and temporary reception beds allow more complex situations to be taken care of. These structures are better suited to these situations and less expensive compared to care in an institution. The opening of psychogeriatric living units within medico-social establishments allows targeted care for elderly people suffering from major cognitive disorders. Finally, the establishment of the information and guidance network (RIO) allows better consideration of the individual situation of elderly people and their loved ones and thus guidance more suited to their needs.

The Government is taking advantage of the publication of PMS 2040 to thank all those involved who invest every day in providing quality care for our elderly. He knows that he can continue to count on them in the future and encourages them to develop innovative and interprofessional projects to face the challenges that await us for the next 15 years.
