Validated on September 30 by the 27 member states of the European Union and transmitted the next day to President Viola Amherd, the Commission’s position on negotiations with Switzerland has already leaked. According to Blick, who was able to consult the document, everything could still fail if the Confederation persists in asking for an exception to the free movement of people: “This is a step too far.”

Three years ago, the Federal Council unilaterally broke off negotiations on a framework agreement with the European Union. Since March 18, 2024, negotiators Alexandre Fasel and Patric Franzen have led 120 discussion sessions with Brussels, according to the Federal Department of Foreign Affairs (FDFA). The ministers of the member states will evaluate the Swiss question again on October 15. According to Blick, the Federal Council therefore has less than two weeks to decide.
