In Geneva, each densification project has the ability to provoke a psychodrama. In a canton torn by an endless shortage of housing and a limited surface area, building while preserving the interests of all is complicated, if not impossible. In this area of ​​tension, the “Urbadem” initiative would like to strengthen the power of municipalities when developing a localized neighborhood plan (PLQ). This instrument serves to densify the areas of the canton, as provided for in the cantonal master plan. Radical, the initiative requires that the municipality, and its inhabitants, can have the last word before a PLQ comes into force. Fearing that it could attract the support of citizens, the right opposed it with a counter-project. The latter offers the owners of the plots concerned by the PLQ, whether foreign or Swiss, the competence to instigate a consultative municipal vote, with the difference that ultimately, the Council of State retains the upper hand. Antonio Hodgers, environmentalist state councilor in charge of the Territorial Department, rejects both texts. Explanations.
