While the Troyes-Lavau Prison Center has just celebrated its first candle, an assessment is necessary:
And even if we still only reach an 80% occupancy rate, it is clear that all the problems present, identified and denounced for more than a year have not yet all been resolved. Far from it!
Under the orders of EX1, we, field personnel, are well aware of the staffing problems of all ranks and even all corps! Unlike our leaders sitting in the warmth of a DAP office whose narrow vision puts us all in difficulty!
As is often the case, will we have to wait for a tragedy for the administration to be willing to react and finally review its copy?
More factually, again and again succession problems during lunch breaks (perhaps it is time to set up a “real” Long Day service in 12 hours with small and long weeks).
These dysfunctions obviously pose difficulties for security but also for relationships and communication between building agents. (Who validates what and at what time? Passing of instructions?)
While we are in winter, the heating problems are felt, barely 19 degrees in the premises, even though the outside temperatures remain positive… This raises fears of the worst if it is very cold!
That being said, in the middle of the summer season, the extreme heat is just as unbearable, with little or no air conditioning system…
Nice name fiches GPA are still being developed, more than a year after the delivery of this beautiful, brand new establishment! Even if problems with electro locks are no longer on the agenda, there are still concerns about lighting, flooding in the event of heavy rain, warped doors, etc.
And Semi-Liberté district established at the last moment to the “Respect Module” with plans to transfer to the QAE in the process of being certified, because the latter is struggling to see its workforce increase. Stop wondering where the taxpayer’s money is going…
The lack of administrative staff is glaring, particularly in the Human Resources and Commissary departments.
Administrative agents are running out of steam and deserve resources which are unfortunately struggling to come…
And “cupboard” repurposed into an office for agents assigned to the Intervention Vehicle… for an establishment that only has 1 VI! What if a breakdown, if maintenance, if…, if…and if…
And PMR access (elevator) which will remain non-existent for the BGD office, due to lack of space…
Clearly, this new establishment has been very well thought out…
but not by people from the field!
Despite this, there are positive points:
The establishment ofreference agents in the QID, QAE and MA4 sectorsthis obviously allows better monitoring of the penal population, particularly in the QID sector (several DPS et TIS currently assigned to the CPTL… Not so bad for an establishment whose management reminds us that it is “ adapted security »)
L’opening the call room with your personal badgewhich allows the staff at the PCS to be relieved for a short time.
A gradual increase in load as announced by the interregional management and the DAP, and in particular in connection with the lack of Supervisory Staff, with the recent opening of MA2 last September.
We reaffirm that these staffing shortages weaken the security of our missions, of staff but also of working conditions. And even if the Administration tells us that modifying the reference organization chart is not possible because EX1 is opposed to it and directs us…
UFAP UNSa Justice responds that EX1 is very wrong about the human resources deployed at the CPTL.
L’UFAP UNSa Justice of the Troyes-Lavau Prison Center congratulates the agents for their professionalism and their obvious involvement in this new structure.
L’UFAP UNSa Justice will be very attentive to the opening of the “new” Semi-Liberty District and the arrangements around this new tool…
The local office UFAP UNSa Justice of the Troyes-Lavau Prison Center requires special attention from our managers and in particular from EX1 services to replenish our establishment with staff.
For local office
