Finished sending a letter postal to “M. So -and -so, the town ”… everywhere in France, in the smallest small municipalities, the addressing is in order. “M. So -and -so “now lies“ 4 rue de l'Eglise ”, for example. In Cantal, Most of the municipalities have already carried out this operation. Some are about to finalize it.
This is the case in Trioulou, which perfectly illustrates the importance of addressing in rural communes. Located in southern Cantal, at the Aveyron and Lot border, this village of a hundred inhabitants has undertaken to comply its addressing to improve the efficiency of services.
Addressing is not a revolution
If some homes were able to wonder what these changes could be used for, Geneviève Marquet, mayor, was sure to find the right arguments: “It will make life easier and much more than for simple deliveries, but also that of the emergency services, nurses, home aid, etc. ” The first magistrate explains that Addressing has been in reflection since 2022. A commission composed of the mayor, an assistant, a municipal councilor (1) and the town hall secretary has been set up to appoint all the ways, including each of the places.
If in the town center will soon flourish a “Chemin du Château”, a “Impasse du cemetery” or a “rue de la Mairie”, and if “the Tour” has become “Route de Bagnac”, it was quite simple in The hamlets which, for the most part, have kept their name, explains the mayor. The municipality benefited from La Poste's expertise to validate this addressing project. But all this has a cost …
Without the posts to hold them, the order of new panels is already a budget of € 3,000 ” Geneviève Marquet, mayor of Trioulou

Legal obligation
Since February 2022, the 3DS law (differentiation, decentralization, deconcentration and simplification) requires all municipalities, regardless of their size, to set up a complete and precise addressing. This obligation, which was previously reserved for municipalities with more than 2,000 inhabitants, extended to the smallest municipalities in rural areas. This measure aims to improve the accessibility of services, accelerate emergency interventions and improve the quality of public services. The implementation of the addressing includes the name of the tracks, the numbering of the dwellings and the identification of the places. The municipalities must transmit this data to the national address base (BAN), which serves as a reference for all public and private operators. This centralization of information guarantees uniformity and reliability of addresses, essential for emergency services, deliveries, GPS systems or even fiber connection. The sovereign municipalities to support the municipalities in this approach, several tools and resources have been made available. Methodological guides, tutorials and webinaries are available to help local elected officials comply with these new requirements. In addition, actors like La Poste offer their expertise to support municipalities in the implementation of addressing, all the more useful in our rural communities, often confronted with specific challenges because of their size and resources limited. On the financial level, some have requested aid, conditioned on the implementation of development projects, including addressing, in particular state subsidies such as Equipment of Rural Territories (DETR). However, the 3DS law fully recognizes the competence of the municipalities in terms of addressing, by entrusting the municipal council the responsibility of the name of the tracks and the numbering of the dwellings. The role of the State is limited to encouraging the municipalities which have not yet done so, to comply with these new directives to gain the efficiency of services.
