Dakar, Jan 23 (APS) – The Panos Africa Institute of West wants to conduct a plea, in collaboration with UNESCO, with a view to a legislative and regulatory reform aimed at encouraging the Internet giants, known under The name of GAFAM (Google, Apple, Facebook, Amazon, Microsoft), to the monetization of content produced by the African media, said on Thursday, Birame Faye, the coordinator of the said institute.
“We want to examine the various laws, such as the press code, the advertising code, the copyright law, the orientation law on the information society, the existing regional directives to check S ‘There are provisions that provide payments” granted to content creators, the media in particular, he said.
Birame Faye was expressed during a workshop to return a study on the legal framework relating to the takeover and exploitation of media content in Senegal by GAFAM.

This meeting is part of the project called: ‘to take up the challenge of the legal certainty of the media in the face of new digital issues in Senegal and Côte d’Ivoire’ ‘.

According to him, this initiative aims to strengthen the viability of the media in West Africa in the face of increased competition of content platforms such as GAFAM, Tiktok, Opera News, etc., which aggregate and distribute online content of sources various.

The emphasis is put, in its opinion, on the improvement of legal frameworks in Senegal and Côte d’Ivoire to better protect the local media.
As such, the coordinator of the Panos Africa Institute of West proposes the adoption of legal provisions in the event of a legal vacuum, suggesting, if necessary, the revision of the Act respecting copyright and neighboring rights.
For Birame Faye, given that these legal and regulatory provisions are of national scope, he calls for a plea at the regional level, to deal with the power of the GAFAM.
“Given the power of these platforms, a plea will be carried out at UEMOA, ECOWAS to have community directives that frame the exploitation of media content”.
Present at the workshop, the regional councilor for the communication and training of the UNESCO Regional Office for West Africa, Michel Kenmoe said that the study aims to “engage the discussion to be able to find a Virtuous circle between the media, digital platforms and the public ”.
