SENEGAL-FRANCE-GOUVERNANCE-COLLECTIVITIES / Balla Moussa Fofana underlines the importance of developing territorial human resources – Senegalese press agency

Dakar, Jan. 23 (APS) – The Minister of Urban Planning, Territorial Communities and Territorial Planning, Balla Moussa Fofana, insisted, Thursday, on the importance of the project “Support for governance and territorial dialogue”, which aims to better develop territorial human resources and develop local communities.

”This project constitutes an important milestone in the process of developing territorial human resources,” he said.

Balla Moussa Fofana spoke during the first session of the Steering Committee (Copil) of the ”Support for territorial governance and dialogue” project which he chaired.

The meeting took place in the presence of the French Ambassador to Senegal, Christine Fages, the Director General of the National Center for Local Civil Service and Training, members of the Copil, local authorities and several other stakeholders .

The ”Support for territorial governance and dialogue” project is structured around several strategic axes in line with the National Development Strategy (SND) 2025-2029 and the Senegal Vision 2050 framework.

”These areas include, in particular, updating the status of local authorities, strengthening the professionalization of territorial professions, implementing a training strategy and improving statistical and observation tools”, listed the minister.

According to him, the development territories to which Senegal aspires can only become a reality with an efficient local administration, equipped with motivated and equipped human resources.

Strengthening the resilience of territories in the face of digital challenges

In this sense, he highlighted the objective of strengthening the dynamics and resilience of local authorities in the face of digital challenges and institutional changes, noting that “people have become more demanding” of their constituents.

Speaking on the skills of the Copil, Balla Moussa Fofana specified that it is ”the body of validation and variation of the major orientations of this strategic project”, ”Support for governance and dialogue of territories in presence”, in this case.

The minister also welcomed the recommendations of the diagnostic report, which clearly define the objectives necessary to strengthen the performance of local authorities in the face of current challenges.

For her part, the French ambassador to Senegal declared that the project reflects the quality of the relations that her embassy maintains with the Ministry of Urban Planning, Territorial Communities and Territorial Planning and the National Center for the Function local public and training.

”The French Embassy and its partners will remain fully mobilized to guarantee the success of the project,” assured Christine Fages.

This first session of the Steering Committee (Copil) was held just a few days after the first Conference of Public Managers chaired by the Head of State.

”A strong signal in favor of decentralization, which is a continuation of the conclusions of the diagnosis on the territorial civil service,” commented Balla Moussa Fofana.
