the Youth Pass is a lever to restore young people’s confidence in the State

This is a real turning point for young Moroccans. On January 21, 2025, one day after the generalization of the Youth Pass on a national scale, Mohamed Mehdi Bensaid, Minister of Youth, Culture and Communication, presented to the House of Councilors the objectives of this initiative, including the pilot project, launched three years ago, promising a new era of inclusion and empowerment for 16-30 year olds.
The main objective is to build a solid bridge between youth and institutions. “With this Pass, we want to inspire young people to believe in their Moroccan dream and to surpass themselves,” explained Bensaid, stressing that the project, initially tested in the Rabat-Salé-Kénitra region, attracted no less than 250,000 young people and should concern 2.6 million users by 2026. “The idea is that each young person feels that the Moroccan state supports them in their aspirations to improve their situation,” added the minister, specifying that such initiatives are essential to restore the confidence of this segment of the population in public institutions.
Bensaid also clarified that the Youth Pass is not a simple card, but a real multifunctional tool that transforms access to services. Sport, culture, health, transport, banking benefits: thanks to the dedicated mobile application, young people can now benefit from a wide range of services. “We anticipated possible technical difficulties, particularly in rural areas, by allowing access to the application even without an internet connection,” added the minister to the advisors.
The initiative is not limited to its social aspect, but also promises significant economic benefits, particularly in the banking sector. By collaborating with public and private partners, the Youth Pass opens employment prospects and stimulates investment in essential digital equipment for training and work. On this point, the minister explained that young people can benefit from à la carte services according to their needs. “There are many young people who, due to lack of means or time, have not been able to follow certain training courses. Today, they can benefit from it thanks to the Pass,” noted Bensaid.
The results in the pilot region speak for themselves, the application recorded 50,000 registrations in just four months after its launch. From now on, the ministry is counting on the support of the private and public sectors to further expand the range of services offered. The Youth Pass reflects a broader ambition, to strengthen equal opportunities, while adapting services to regional specificities. By targeting a total of 8.5 million young people, the government wishes to make this generation a key engine for the economic and cultural development of Morocco.
