Anger rises in Le Pin, in Seine-et-Marne. The municipal council of the village of around 1,500 souls voted, during the session of Friday January 10, 2025a motion d’opposition to the project to continue operating and expand the hazardous waste storage facility operated by Suez in Villeparisis. Explanations.
Project reminder
Installed since 1970s in Villeparisis, this hazardous waste storage facility, more commonly abbreviated as ISDDreceives in particular the smoke purification residues from twelve of the eighteen energy recovery units of Île-de-France, which represents the household waste residues of some 7 million inhabitants.
For several months now, an extension, on 23 hectaresis planned on land located in Le Pin. The land concerned is a former quarry operated by Lambert plastersa company bought at the end of the last century by Placoplatre, and commonly called “Le Pin Ouest”. The site had been redeveloped between 1995 and 2012a period during which the mound was notably forested.
On this plot, only the storage area must be extended. “ Other existing facilities, such as the reception, the processing plant and the analysis laboratory are preserved in their location and operation. The objective is to limit the impacts as much as possible, by creating a new storage area in continuity with the current site rather than by developing a completely new installation in the Ile-de-France region,” Suez explained to us in February 2024.
The town hall's concerns
Since it was brought to public attention, this extension project has raised serious concerns. After having been denounced, at the beginning of last year, by the Adenca association, for Association for the Defense of the Environment of Claye-Souilly and its surroundings, and France nature environment Seine-et-Marne, it is therefore now the town hall of Le Pin who officially takes a position.
Chief among these concerns are numerous reservations that the project would have received during the months of administrative procedures. The community targets in particular the opinion of the Regional environmental authority mission who gave a favorable opinion “with however a number of very worrying recommendations », assures the City.
Also cited is Regional Scientific Council for Natural Heritage of the Île-de-France Regionwho also issued a favorable opinion under conditions. “But how can we give favorable opinions with so many reservations and recommendations? », questions Lydie Wallez, the mayor of Le Pin.
Faced with these concerns, the Suez company, which we contacted, responded that “the project has been the subject of an environmental authorization request, examined by the competent administrations. During this investigation, recommendations were made to the operator, which were taken into account within the framework of a memorandum in response to which the municipal council of Le Pin and the public will have access during the public inquiry. At the end of the previous investigation period, the State services deemed the file complete and admissible.
Additionally, the City is concerned about what might happen next. “ What will prevent the State from taking a new Project of general interest to extend the operation beyond the highwayin the quarries of the current Eteix gypsum exploitation? », Ask Lydie Wallez and the municipal council.
-What about road traffic?
In recent weeks, figures have been mentioned here and there regarding a potential increase in road traffic with the extension of Suez. The figure of 500 trucks per day was mentioned by some. According to Suez, nothing should change after the extension. “As the storage capacities of the current installation are reaching saturation, the expansion will aim to continue the activity of the site and not to increase it. The authorized annual capacity will therefore remain the same, as will the traffic, i.e. around one hundred trucks per day,” says Suez.
On the other hand, “the traffic generated by the site represents approximately 1% of current traffic on the closest roads, the D84 and the RN3. No trucks cross the municipalities of Courtry and Le Pin, they access the site only by the RN3 without crossing residential areas,” we continue.
For the elected officials of the commune, “Le Pin and its surroundings have already borne the brunt too much with all these quarries and landfills”.

The City also expresses its fears regarding the rectifications proposed by the prefecture of Seine-et-Marne for the modification of its local urban planning plan. Many aspects are not developed enough for the community, and do not take into account the realities on the ground, particularly regarding water runoff. As a reminder, the prefect described the file as a “project of general interest” last June. “Le Pin, having opposed the compatibility of the PLU, requests financial support from state services. It is inconceivable to make the inhabitants of the town pay the price,” insists the municipal council in its motion, before continuing. “We ask the State services to commit to ensuring that the environmental reservations and recommendations issued, as well as the observations of SAGE Marne Confluence, are respected.”
The City is also calling residents to mobilize “to preserve this village where life is good”.
Suez wants to reassure
Contacted, the Suez company tries to reassure the community and the inhabitants. “We understand the questions everyone may have about the operation of this facility. Suez IWS relies on a important experience and recognized in the treatment of final waste: it processes and recovers nearly 1.6 million tonnes of waste per year in France. Furthermore, the current installation has existed since 50 ans in this territory”, responds the company, which affirms that “neighboring municipalities do not go back no nuisance assigned to the site, neither directly to Suez, nor within the framework of the annual Site Monitoring Commission organized and chaired by the prefecture”, and that the entrance will always remain in Villeparisis, which should not cause any additional inconvenience.
And in the face of criticism explaining that the project could see the light of day elsewhere than in Seine-et-Marne, often described as “the trash can of Île-de-France”Suez responds that the “project meets the needs expressed by the region”. “The Île-de-France Regional Waste Prevention and Management Plan (PRPGD) recommends maintaining the two existing ISDDs in Île-de-France to meet the needs of communities and industries in the region. On the other hand, environmental characteristics (geology, hydrogeology, etc.) of the site perfectly meet the regulatory requirements necessary for the development of this installation,” recalls Suez.
A public meeting will take place on Thursday, February 6 at 7 p.m., in the Nicole-Paris multipurpose room, at Le Pin. Two meetings of the commission of inquiry are planned: Saturday, February 15 from 9 a.m. to noon, and Friday, March 7 from 2:30 p.m. to 5:30 p.m. A register is kept at the town hall during the public inquiry, from February 3 to March 7, during town hall opening hours.
