Are the rights of child wards of the State violated in Isère? This is, in essence, what worries several structures, such as the Association of Family Assistants of Isère (Assfam 38), Childhood and Adoption Family (EFA 38) or the Departmental Association for Mutual Assistance for Refugees in child protection Repairs de l’Isère (Adepape Repairs 38). Which denounced dysfunctions within the family councils of Isère, during a gathering in front of the Isère prefecture, Monday January 20, 2025.

The number of participants in the gathering was modest but the objective was not the attendance, explain the associations. In truth, most of the participants were members of family councils… and are no longer. Ahead of the mobilization, they sent their resignation from these councils by email to the Isère prefecture.
Nine resignations were thus sent to the two Isère councils, which each have eight members… and cannot technically stand if the staff is not at full strength. In short, an attempt by certain members to block the institutional machine to make their voices heard.
-Family councils? These are bodies holding parental authority over children who are wards of the State (not to be confused with wards of the nation), in other words those who have lost all links with their parents or families. They exercise a guardianship role, under the aegis of the prefecture, while the children are looked after by the Child Welfare Services (Ase), which depend on the Department. In Isère, associations count 85 children who are wards of the State.
