Personalized housing assistance (APL) is, for many of its beneficiaries, essential assistance. Without it, a plethora of French people would be on the streets, or at least in great financial difficulty.

As the law obliges the government to do so, they also have increase the 1is October 2024, and will be again on October 1is October 2025. But itLike all social assistance, its payment is conditional on the applicant's resources.

The annual ceiling not to be exceeded to reach the maximum possible

Like every year, an income ceiling not to be exceeded has been established to receive the maximum amount of APL. For this, here are the different annual incomes not to exceed:

  • Single person without dependents: 5 235 euros (compared to 5,186 euros in 2024)
  • Couple without dependents: 7 501 euros (compared to 7,430 euros in 2024)
  • Single person or couple with a dependent: 8 947 euros (compared to 8,862 euros in 2024)
  • Single person or couple with two dependents: 9 148 euros (compared to 9,061 euros in 2024)
  • Single person or couple with three dependents: 9 498 euros (compared to 9,408 euros in 2024)
  • Single person or couple with four dependents: 9 851 euros (compared to 9,758 euros in 2024)
  • Single person or couple with five dependents: 10 202 euros (compared to 10,105 euros in 2024)
  • Single person or couple with six dependents: 10 554 euros (compared to 10,454 euros in 2024)
  • Amount which is then added per additional dependent: 346 euros (compared to 343 euros in 2024)

Note that Caf relies on income from the previous year to calculate the amount allocated. And “the more your income exceeds this ceiling, the more the amount of your APL decreases”, specifies service-public.fr.

Special treatment for students

Concerning students, a specific ceiling is put in place for the allocation (or not) of the maximum amount of APL. They must not exceed (in 2024):

• 8,600 euros for non-scholarship holders renting traditional accommodation (compared to 8,400 euros in 2024)
• 6,900 euros for scholarship holders renting traditional accommodation (compared to 6,700 euros in 2024)
• 6,600 euros for non-scholarship recipients living in a hostel (compared to 6,400 euros in 2024)
• 5,400 euros for scholarship holders living in a hostel (compared to 5,300 euros in 2024)

What criteria are included in the calculation?

To give an example, a person with three dependent children, as a couple or single, must have received less than 9,498 euros in 2024 to benefit from the maximum amount of APL.

Amount which depends on several factors:

  • The amount of rent
  • The number of dependents usually living in the household
  • The amount of resources and, where applicable, the amount of resources of the person or persons usually living in the household
  • The value of the real estate and financial assets and, where applicable, the value of the assets of the person usually living in the household. This value is only taken into account if it is greater than 30,000 euros.
