A key player during the management of the pandemic, the general secretary of the civil service, Dominique Savoie, is leaving office. She will be replaced by a former deputy minister with an economic profile, David Bahan, just in time to respond to Donald Trump’s threats.
After 36 years in the public and parapublic service, Mr.me Savoie has asked to retire, according to our information. However, she will occupy another important position: that of president of the board of directors of the SAAQ.
To replace her, the Legault government is banking on a senior manager from the economic sector a few days before the new American president, Donald Trump, takes office.
Former deputy minister at the Ministry of the Economy, David Bahan currently serves as senior vice-president of economic development at Investissement Québec.

This economist by training first made a career at the Ministry of Finance, where he notably held the position of assistant deputy minister for corporate tax policies, economic development and state corporations.
The departure of Dominique Savoie still represents a significant loss for the Legault government.
-Pandemic
She had been called in for reinforcement during the pandemic to resolve major problems with the supply of health equipment.
This was a surprising turnaround at the time, since the CAQ had strongly criticized his management at the Ministry of Transport, when the party was in opposition.
The new Minister of Health, Christian Dubé, then took her under his wing by appointing her deputy minister. It was notably she who piloted the report which led to the creation of Santé Québec.
She was then appointed general secretary of the executive council in July 2023.
As head of the SAAQ board of directors, she will be responsible in particular for ensuring the good governance of this important institution, recently shaken by the fiasco surrounding the deployment of SAAQclic.
