During its 12th session of the Board of Directors, NARSA unveiled its action plan for 2025, an ambitious roadmap structured around five strategic axes. Between mobilizing stakeholders, strengthening control mechanisms, modernizing infrastructure and an investment budget of 605 million dirhams, the Agency is committed to reducing road accidents and anchoring a culture of safety in Morocco.
The National Road Safety Agency (NARSA) takes a new turn in its mission with the adoption of a strategic action plan for 2025. During its 12th session of the Board of Directors, chaired by the Minister of Transport , Abdessamad Kayouh, the Agency presented clear and ambitious guidelines to reduce road accidents and strengthen the culture of prevention.
An action plan that meets the challenges
The adopted action plan is based on five strategic axes which reflect a global and inclusive vision. The first axis emphasizes effective management for the implementation of the national strategy and regional road safety programs. The objective is to mobilize institutional actors for a synergy of actions.
Next, the Agency is committed to strengthening education, prevention and awareness-raising operations, fundamental elements for anchoring a true culture of road safety. The following two areas focus on modernizing road control mechanisms and optimizing internal management to improve performance.
The Agency will put in place suitable systems to better meet the requirements of results-based management. Finally, NARSA aspires to strengthen its leadership through management based on continuous improvement and innovation.
An ambitious budget for safer roads
To achieve these objectives, a budget that matches the ambitions has been adopted. In 2025, the Agency will have an investment budget of 605 million dirhams (MDH) and an operating budget of 840 MDH. These resources will make it possible to finance innovative initiatives and strengthen infrastructure, particularly in terms of road signs and traffic management.
During this meeting, Abdessamad Kayouh underlined the importance of collective mobilization to meet the challenges of road safety.
According to the minister, collaboration between NARSA, local authorities and other institutional partners is essential to improve road infrastructure and protect vulnerable users, particularly two-wheeler drivers. He also emphasized the need to modernize driving tests to ensure better credibility and responsible behavior of drivers.
Ambition internationale
Morocco is preparing to host, in February 2025, the fourth edition of the Global Ministerial Conference on Road Safety in Marrakech. This event, a first in Africa and the Arab world, will be a unique platform to share best practices and strengthen the Kingdom’s commitments within the framework of the United Nations Decade of Action for Road Safety 2021-2030.
The combined efforts of public authorities, civil society and institutional partners, supported by a strategic vision of NARSA, position Morocco as an actor committed to safer roads. With ambitious initiatives and solid financial resources, the country is charting its path towards sustainable road safety, on a national and international scale.
