DIAGNOSIS OF MACKY SALL’S 12 YEARS IN POWER

The dedication ceremony of the book “Seven long years of the President politician at the head of Senegal, February 2012-February 2019” and of Volume II entitled “The second and last term of the President politician at the head of Senegal, April 2, 2019-2 April 2024” by Mody Niang was an opportunity for the author to draw up an uncompromising judgment on the “failings” of Macky Sall concerning good governance and the maintenance of the rule of law.

The dedication ceremony of Mody Niang's book titled “Seven long years of the President politician at the head of Senegal, February 2012-February 2019” and Volume II entitled “The second and last term of the President politician at the head of Senegal, 2 April 2019-April 2, 2024” took place at L’Harmattan Senegal last Saturday. The various speakers all welcomed the work of critical analysis on Macky Sall's two mandates, highlighting the excesses in governance, the use of corruption and nepotism. Without forgetting, the panelists underline, the numerous violations of public freedoms and the threats to the rule of law during his 12 years in power. Let us recall that these two works, which are a compilation of his contributions published in the press, between 2012 and 2024, put forward various avenues of reflection concerning the relationship of our political elites to public affairs, the awareness of citizens on good citizenship and respect for democratic principles. The first book, “Seven long years of the President politician at the head of Senegal, February 2012-February 2019”, focuses on the first mandate of Macky Sall. In this work of more than 600 pages, the author returns to the contradictions between President Sall's initial commitments and his policy marked by a lack of transparency.

As for the “Second and final term of the President politician at the head of Senegal, April 2, 2019-April 2, 2024”, which has 473 pages, it concerns, as its name indicates, the last five-year term of Macky Sall. Through this work, Mody Niang, underlines the preface, Mamadou Abdoulaye Sow, does not seek to guide the reader, but invites him to think about questions relating to public management. This book, he reports, leads citizens to question the rule of law and the relationship of our political and administrative elites to public affairs. According to Professor Babacar Diop known as Bouba, Mody Niang's analyzes help to find answers to certain questions concerning the smooth running of our democracy and good governance. “We can find, in the second work, the sincerity and openness of the author as well as his calls for vigilance, for optimism, despite the warnings, the sabre-rattling against the diversion of objectives.

Management of public funds

The analysis of the hundred articles collected in this work shows that the author makes the link between various aspects affecting political, economic and social governance since the advent of President Abdoulaye Wade,” declares the historian. Beyond politics, underlines the Egyptologist, Mody Niang's books invite us to reflect on other themes such as education, relations between intellectuals and religious powers as well as international issues such as the Israeli-Palestinian conflict. . For his part, retired divisional commissioner Boubacar Sadio, who presented the two books, salutes the form and texture of the two works which, according to him, respect the promise of a synthetic presentation focused on themes like the incivism and indiscipline that the author describes as a gaping wound in the heart of our Republic.

“It must also be recognized that all successive regimes have failed in the formatting of a citizen mentality and a civic conscience. In addition, Mody Niang, through his writings, opens up some avenues for reflection regarding these issues,” underlines Mr. Sadio. “Moreover, the two books also shed light on the climate of terror which prevailed at the end of Macky Sall's last mandate, marked by violent repression exercised by the defense and security forces on the populations as well as the illegal presence thugs alongside the latter to suppress the opposition. Without forgetting the string of scandals concerning Covid-19 funds, the 94 billion FCFA affair and land predation,” he says. According to the former director of the Dakar Municipal Police, the author, beyond the critical aspect against the former President with regard to his intangible record, wants, in a decisive and incontestable way, to contribute to the awakening consciences, to the revolution in the mentalities of our compatriots, adds Boubacar Sadio.
