The City of TOURCOING is recruiting a head of the Energy department at the Department of Architecture and Municipal Workshops
(Category A – Technical sector)
MISSIONS :
Under the authority of the Director of Architecture and Municipal Workshops, your main missions will be to:
Define preliminary studies for the creation of future equipment as well as the evaluation of rehabilitation and valorization operations of existing equipment on all energy aspects so that they can be included in the PPI (Multi-annual Investment Plan)
- Define and evaluate operations in terms of work on municipal equipment so that they can be included in the PPI, accompanied by a financial schedule linked to the planning specific to each operation with, as an objective, consumption greater than 90% of the credits registered, at least;
- Seek the optimal technical solutions to be implemented for all projects with reasoned environmental and economic objectives;
- Support the different departments in establishing their programs and in particular the Department’s Studies and Projects department;
- Carry out the studies with a reasoned approach in terms of High Environmental Quality (HQE), economic objectives both in construction and in operation and maintenance (choice of heating, ventilation, lighting techniques, etc.) and scrupulous respect for the fire safety rules, hygiene rules and public order.
Ensure the maintenance and upkeep of technical heritage equipment, its conservation and its enhancement with the aim of guaranteeing the best reception, comfort and working conditions for users:
- Manage the current heating operating contract and the implementation of the boiler room renovation action plan;
- Prepare and implement as well as monitor the renewal of the contract beyond the current heating operating contract;
- Guarantee the reliability of technical installations in compliance with regulations;
- Manage all technical installations (heating, ventilation, electricity, high current, low current, lighting, SSI, intrusion, water treatment, etc.) in order to guarantee the reliability of the installations;
- Ensure the monitoring of the implementation of the maintenance plan for equipment integrated into the contracts;
- Define and implement innovative means to control energy while minimizing the impact on the environment;
- Ensure the technical aspect linked to fire safety rules by guaranteeing the perfect execution of the work and by ensuring opening and periodic visits, so as to obtain a maximum of favorable opinions from the Municipal Safety Commission.
Establish transversality with the different departments and those involved in the act of building (energy aspect) as well as with the Municipal Workshops in order to play an expert and advisory role with them:
- Define, ensure and organize the meetings necessary for the realization of projects with external stakeholders (ADEME, energy suppliers, BET, MOE, etc.), both on the technical and financial aspects (FEDER grant file, State, Region, ADEME ,…);
- Strengthen cross-functionality with the Management’s Studies and Projects department for better involvement in projects, from the start of operations;
- Strengthen support and transversality with the Works department to ensure better coordination and implementation during the execution of the work;
- Develop collaboration with the Administrative and Accounting Management department of the Directorate with regard to commitments, expenses, the development of contract documents, monitoring of procedures, amendments and subsidy files;
- Establish real coordination with the Municipal Workshops for the distribution of tasks, the MOE and the reception of the work;
- Continue and strengthen the relationship with the Municipal Workshops (attribution, monitoring and feedback on operations within the framework of Management meetings);
- Develop work meetings and discussion times with and between service agents;
- Ensure the sharing of information and set objectives by mobilizing stakeholders (role of advice and expertise);
- Ensure respect for the role, tasks or missions of each person in their participation in the project and/or operations, and re-specify if necessary.
Guarantee compliance with programs, planned deadlines and budgets allocated to each operation:
- Ensure that operating programs are scrupulously respected (projected technology);
- Make adjustments, if necessary, with validation;
- Ensure compliance with the budgets allocated within the framework of budgetary entries and propose adapted solutions (technical, ecological, etc.) if necessary in order to guarantee the objectives set at the outset (operation + investment);
- Manage financial commitments as best as possible with a view to rigor and controlling payment deadlines;
- Keep the budget sheets for each operation up to date, scrupulously respecting the overall objective defined at the outset;
- Ensure the monitoring of operations planning (minimum monthly monitoring) with analysis of objectives, possible slippages and necessary adjustments;
- Manage heating periods as best as possible (heating start and stop date depending on usage).
