During the last Municipal Council of the year 2024, the City of Saint-Paul, led by Emmanuel Séraphin, voted for a initial budget for 2025 amounting to 258 million euros, an increase of 6.47% compared to the previous financial year.
This budget reflects “strategic choices combining budgetary rigor, sustainable investments and solidarity towards populations in difficulty”, writes the Saint-Paul town hall.
– Solidarity with Mayotte after Cyclone Chido –
In response to the damage caused by cyclone CHIDO in Mayotte, the Saint-Paul Municipal Council voted for aid of 25,000 euros, paid to the French Red Cross. This grant aims to support humanitarian actions on site, where many families have been hit hard.
In addition, the City will make Expobat Park available free of charge to host a solidarity concert organized in partnership with the Réunion Region on January 18, 2025.
– Maintaining taxes and strengthening investments –
Despite an uncertain economic and political context, the municipality “has chosen not to increase local tax rates in 2025”. According to Emmanuel Séraphin, this decision is part of a desire to preserve the purchasing power of Saint-Paul residents while maintaining a high level of investment.
The initial budget thus provides 55.9 million euros for investment projects, aimed at modernizing the territory, securing infrastructure and strengthening its attractiveness. The City has a clear ambition: “to support the local economy while meeting the needs of residents”.
– Education and youth: a priority according to the town hall –
Saint-Paul’s candidacy for the “Educational City” label is intended to be a commitment to young people from priority neighborhoods. This project is structured around three axes: strengthening the role of schools, educational continuity, and opening up to new opportunities for under-25s.
At the same time, two educational schemes will be renewed in 2025: The BAFA, which enabled 31 young people to benefit from training in 2024, with professional opportunities for some. Vakans Ado, a program of activities for 11-17 year olds, popular with families.
– Citizen participation and local projects –
The Residents’ Councils (CDH) are also continuing with a total of 52 projects proposed since their establishment. For 2025, the City plans an achievement rate of 92%, for a total investment of 3.9 million euros.
“These participatory measures aim to strengthen the link between citizens and municipal decisions, while giving a central place to residents in the transformation of their living environment,” the municipality further writes.
