Facing financial difficulties, the metropolis of Lyon will have to adopt a particularly constrained 2025 budget. However, at the same time, the community has validated several public contracts that elected officials criticize.
At a time when local authorities are facing strong budgetary constraints, the validation of certain public contracts for at least 7.5 million euros this summer (between 1is July and September 30) by the metropolis of Lyon was singled out by Nathalie Perrin-Gilbert. The elected Métropole en commun, whose group is still part of the majority, questioned the choice of the president of the metropolis, Bruno Bernard, to have spent 400,000 euros for “studies, surveys and marketing positioning”or even 400,000 euros for the layout of the metropolitan newspaper, 420,000 euros for “the development of a marketing action plan to promote the service offering” as well as 3.5 million euros for “graphic communication services”.
The elected official also targeted a market of 130,000 euros for “the production of a daily press review for the office of the president of the Metropolis” spent with a company in Courbevoie, in the Paris region, and another of 2.4 million for “events associated with zero waste”. “Mr. President, I am surprised to see that your office needs a special press review. Is this really a priority in times of budgetary crisis?criticized the former deputy for Culture of the mayor of Lyon Grégory Doucet. So many projects that could be carried out internally by the services of Greater Lyon, which has no less than 9,600 agents.

“Superfluous” expenses
The latter points to a discrepancy between the request made to the Lyonnais “to adopt responsible and virtuous behavior, those of our agents who are asked to always do better sometimes with less” and these expenses which may seem “superfluous”. Nathalie Perrin-Gilbert explains that she does not criticize these markets as such but the elected official points out the lack “community transparency” : “At a time of all populism and distrust, we have a responsibility to make the political decision understandable.”
In fact, these markets do not appear clearly on the council’s agenda but are simply available in the annexes. Appendices which do not include any precise details on these expenses. “There are about 150 markets in this report, as with each council. We will be happy to answer your budgetary questions”replied Bruno Bernard. This story might not end there.
