In addition to social housing, there are multiple problems: limited access to property, a large number of vacant properties, the scale of second homes or even a “coast bloated by seasonal housing”, says Loïg Chesnais-Girard, president of the Region.
“Collapse of our model”
Sylvain Grisot, an urban planner from Nantes, draws up a harsh observation: “More than a crisis, we are at the end of a system. It’s a collapse of our model that affects all the links in housing.” The aim of this day of exchange, which mobilizes 350 actors, is to bring to light all the difficulties in the field, to consider possible solutions and to “speak with one voice for all of Brittany”, describes Fanny Chappé, regional advisor.
The president continues: “We are not going to wait for the State to give us solutions. It’s about meeting a primary need, it’s a question of human dignity.” Students sleeping in their cars, families living in dilapidated housing, homelessness…

“We are also dealing with companies that cannot set up in the region because there are not enough places for future employees,” laments Loïg Chesnais-Girard. At the regional level, we have levers that we can activate. »
Among these tools is the regional property company BreizhCité. This company aims to buy and hold real estate in the general interest, as certain cities already do, at the local level, by asserting their right of pre-emption, for example. Other solutions considered: “happy densification” or new innovative, lightweight, even reversible architectural forms.
