It is the law, from January 1, 2025, cities with more than 150,000 inhabitants must set up a low emissions zone (ZFE). 32 new municipalities are concerned and among them Nancy, Metz and Mulhouse for the Grand Est, Strasbourg having already taken the plunge. This involves applying the climate and resilience law passed in 2021.
Concretely, the ZFE aims to reduce in a given area the air pollution responsible for thousands of deaths each year in France by reducing access to vehicles that emit the most fine particles. These restrictions are based on the Cri’tair sticker for your vehicle, which ranges from 0 to 5: 0 for an electric car, 5 for a very old diesel.
In Nancy, the restrictions will be very gradual. As of January 1, 2025, only the most polluting vehicles are concerned: heavy goods vehicles, buses/coaches and light utility vehicles classified Crit’Air 5 or Unclassified will no longer be authorized to circulate in the ZFE.

Guest from 12-13 this Tuesday, December 17, Laurence Wieser metropolitan advisor for active mobility and air quality, clarified the contours of this measure:
“It concerns few drivers for the moment, since these are diesel vehicles over 30 years old classified Crit’air 5, this represents 9% of heavy goods vehicles and 1% of utility vehicles. We do not want to create a punitive ZFE but rather education, working with professionals before moving to the next stage for individuals in 2028.”
The objective stated by the Metropolis is to give the inhabitants of Greater Nancy time to get used to it and change vehicles if necessary.
Initially the ZFE was only to concern Nancy but it was finally decided to extend it to the 20 municipalities of the Greater Nancy Metropolis. “It was very complicated to dissociate the two, this posed problems for the mayors of the Metropolis who preferred that the ZFE concern the entire metropolitan perimeter” says Laurence Wieser.
The first signs were installed on the outskirts of the Metropolis, they make it possible to warn vehicles that can no longer circulate within the perimeter. Plate readers will make it possible in the future to penalize drivers of prohibited vehicles within the perimeter, but for now it is the municipal and national police who will do the job.
The Greater Paris ZFE was implemented on July 1, 2019, it is one of the first metropolises to apply it because the regulatory thresholds for air quality were regularly exceeded there. This was also the case in Lyon.
In this study on air quality, we can see that nitrogen oxide concentrations are decreasing in these two cities. They thus went from 83 NO2 in 2017 to 46 NO2 in 2023 in Paris, a figure almost halved.
In Paris and Lyon, vehicles with Crit’air 3 stickers will be banned from January 1, 2025, which is causing fear among motorists; exemptions have already been granted in the capital, at the rate of 24 days a year.
For those who wish to opt for a more recent vehicle or switch to electric, bad news, the conversion bonus is abolished in 2025 but aid exists depending on your town.
The metropolis offers assistance for professionals and individuals to drive cleaner. This concerns owners of Crit’air 4, 5 and unclassified vehicles at least two years old. Professionals will be able to request them from 2025, individuals will have to wait until 2026.
