The municipal council of Valence-d’Agen (Tarn-et-Garonne) held its last meeting of the year 2024 this Monday, December 16, at the headquarters of the community of communes of Deux-Rives. Overview of the main deliberations.
Budget: a small DM
It was with a financial aspect that Jean-Michel Baylet opened the municipal council meeting, Monday December 16 at 7 p.m., at the CC2R headquarters in Valence-d’Agen. The 2025 budgetary guidelines will be presented during the month of February and the initial 2025 budget voted on by March. The municipal council validated the early opening of appropriations for the 2025 budget year, for a little more than €150,000.
The mayor also presented amending decision n.1 of the 2024 main budget. “A small DM” by his own admission, because on Monday evening it was a question of recording €23,351 less in operating revenue, to reduce to 3 €600,900 the amount of personnel costs (i.e. a reduction of €94,000). In the investment section, revenues are readjusted by €15,000 and in the expenditure section, the envelope for campsite work, to be paid into the tourism budget, is increased to €60,000. In total, the DM1 of the main budget balances at an amount of €10,867.
RD 813 roundabout
The mayor confirmed it Monday evening: the development work on the town entrance roundabout, on the RD 813, will begin at the start of 2025. A €600,000 project carried out by the departmental council and which will also allow to bury an electrical line between the roundabout and the Socavam building. Regarding this industrial wasteland, Jean-Michel Baylet was delighted that the building will soon be taken over by an Agen company which will install a fruit and vegetable depot there. Regarding the roundabout project, it was conditional on the cleaning of a station located on the side of the road: the municipality took its responsibilities and carried out the removal of tires, tanks and other bulky items at its own expense. Jean-Michel Baylet gave all the information to the elected council members who voted unanimously to grant SCI Standard a free discount.
A pharmacy project at the old café de Paris
The pharmacy sector is in the process of restructuring in France: many pharmacies are closing and the projects that are emerging are often located on the outskirts of cities, in commercial areas, making it possible to develop larger areas, with adequate parking, and greater working hours. However, it is important to maintain a pharmaceutical offer in the city center, for the good of users. Thus, SASU Santé Immo Pharma, managed by Mr. Corsini, has expressed its interest in buying the Défi Mode building, which formerly housed the “Café de Paris”, at 27 allées du 4-Septembre. The project leader wishes to open a pharmacy on the ground floor and develop 2 to 4 apartments on the upper floors. “It seems to me to be a good idea to rehabilitate this building which has deteriorated over the years and liven up the city center,” explains the mayor. Lucid, Jean-Michel Baylet recalls that “two pharmacies in the city center have already closed without having found a buyer, this project can therefore contribute to maintaining a pharmaceutical offer in Valence.”
