In the Orres resort (Hautes-Alpes), the Cairn, a building built in the early 1970s, dominates the neighboring buildings. This concrete giant built on sloping terrain has 18 floors on the west side, and 12 on the east side. Following an expertise mandated by the administrative court of Marseille and the report drawn up on November 15, 2024 by the legal expert architect, access to the building is now absolutely prohibited.
It was at the request of the commune of Orres, which made a report of danger in a decree of November 4, intended for the safety of people and property, that the court's summary procedure took place. Facing the municipality, the union of co-owners Le Cairn, of which the CJM Transimo agency is the trustee. The objective of the expertise is “to take stock of this building and, where applicable, adjoining buildings, and to propose measures likely to put an end to the imminence of the danger if it is noted“.
Already, a “missed season”?
This suspicion of danger comes a few days before the opening of the station, scheduled for this Saturday, December 14. There are many preparations on site. The slopes service is at work, amid the muffled noise of the recent snowfall. Traders are also getting busy. No worries arise. The tourist office confirms that the rentals planned for the Cairn have been switched to other buildings. Of course, the Cairn is a large building with 200 studios and apartments. Only four businesses, including the real estate agency managing it, are present there. Already, sensing “a missed season“.
A “zone of fragility” and “disorders”
The terms of the judicial report displayed outside are not very reassuring. A vulnerable area had been identified underground, in a parking lot, with imminent danger being reported. The trustee did “condition of other disorders in a locker room skiing and reported infiltrations from the exterior slab of Place Hodoul“, located in the heart of the station and overlooking the main access to the building.
