The president of the community of communes had already announced it several times: the next few years are coming complex for communities.
Pour straighten out finances of France, the State requires an effort from the different strata. And the financial cuts also affect communities of municipalities like Loudéac Communauté Bretagne Center (LCBC).
A problem logically raised during the last council of the year, Tuesday December 10, 2024.
For the budget 2025we must do with a drop in 2 million euros…
“Rigorous” management
Xavier Hamon allows himself a parallel with the reopening of Notre-Dame Cathedral: “It is an incredible project which was carried out thanks to collective effort. We can do the same to ensure the financial health of our community,” he says.
This collective effort will work if we maintain our budgetary course rigorously. We are going to complete certain files, suspend others which would require excessive operating costs, and postpone some.
All this through “optimization and even more rigorous management of our expenses”.
Who will pay?
As a preamble to the presentation of what we call the “Budgetary orientation debate” of LCBC for the year 2025, President Xavier Hamon announces:
There is no question of making our companies, which are already impacted, like us, pay even more. Some communities would also be tempted to increase household taxes, but that will not be the case for us.
Another element which should reassure the municipalities: Loudéac Communauté has decided not to touch what is called the “community solidarity endowment”.
To put it simply, it is an envelope donated to LCBC member municipalities. “But perhaps we will have to go there one day,” warns Xavier Hamon.
Generally speaking, the community of municipalities must establish a budget with 2 million euros less. “And not just in 2025. This will also be the case in 2026 et 2027 ».
The main investments
In this DOB, the community mentions several investments: 2 million euros to support companies in their real estate projects; €200,000 for nature sports bases (€75,000 in subsidies expected); €520,000 for the equestrian center and equipment; €500,000 to support municipalities in their various projects; €950,000 for the decontamination of economic sites; €500,000 for lighting in economic zones; 3.2 million for water parks, notably the Aquaval works in Merdrignac (€285,000 in subsidies expected); €520,000 for healthcare homes; €200,000 for work in business zones.
Comment ?
Among the avenues envisaged to make savings: pursue a more constrained human resources policy, reduce (further) energy expenditure; question the allocation of different subsidies; take out a loan 4 million euros.
There are therefore a few weeks left for elected officials to develop a budget 2025 which is in balance and which ensures financial health over the coming years.
