The most imposing building in the district of Madeleine in L'Aigle (Orne) must be destroyed in 2025 as part of the neighborhood's “urban renewal” program. The last residents are awaiting rehousing. There Jules-Romains tower was built in 1973. Almost 50 years old. It's not that old for a building. But the way of planning a city has changed a lot since the 1970s.
Today the State, through the ANRU and the Cdc of Pays de L'Aigle want transform the neighborhood. The tower must therefore be destroyed to make way for pavilions. The desire of the State and the Cdc is to “de-densify” housing and promote social diversity.
A disturbing change of habit
The social landlordLogissia must make several rehousing proposals to each of the tenants. By offering apartments or houses at acceptable prices. The cost of the move is covered by the lessor. For some tenantsthis represents a distance from the Madeleine district. And this extends the transport time to be able to find city services. Finally for some, changehabits and environment, it's not that simple.

For some, this moving imposed does not pose too many problems. 19 housing units out of the 35 occupied have already been emptied of their occupants. For other tenants, it is more complicated. Neighborhood life, habits, and mobility difficulties make this move a source of anxiety. 16 apartments currently remain occupied. Logissia, the social landlord, intends to successfully complete the rehousing in order to be able to begin the demolition project before the end of 2025.
Tenants concerned about their future
A first meeting of consultation took place in June. “It’s the meeting where I found the most people present” confides Christophe Peltierdirector of rental management at Logissia. The residents of the “Jules-Romains” tower are concerned about their future. We understand them.
“I am very sad to leave him. I haven't had a rehousing offer yet. »
Christine has been there for 8 years. “I love my apartment, a T2, well heated, clean.” She is worried because “at 68, I no longer have a vehicle. Sooner or later, distance will matter. And there are no buses here. » She can't see herself leaving her appartement. “They are committed to rehousing everyone, but for now, the silence worries me.”
A park of 240 housing units
For its part, Logissia wants to be reassuring“we have a stock of 240 housing units in The Eaglewe can find rehousing solutions” specifies Marc Paumier, director of project management Logissia.
Eva has been there for 18 years! She is rather happy to move. “They found us a house. Between December 15 and 19, we are moving. » She agreed to pay €100 more per month to have this house with three bedrooms.

This bubbly and creative retiree gives sewing lessons once a week at Animation center which is just below, a few steps from the Jules Romain building. She said of her building that “it was the Madeleine pillar”. However, she admits to having already been afraid in the Jules-Romains tower.
A change for the neighborhood
It is also to change a neighborhood dynamics that this destruction takes place. Interventions of the gendarmerie took place in 2023 and again in 2024 inside and around the Jules-Romains tower to arrest people linked to drug trafficking.
