Pimping among children placed at Idefhi in Canteleu: a union raises the alarm

This now makes several months that the serious problems encountered the Idefhi (Departmental Institute of Children, Families and Disabilities for Integration) are known and identified. In particular, it must combat a significant phenomenon of pimping.

This structure which accommodates children placedthrough Child Welfare, is partly located in the commune of Canteleu (Seine-Maritime) in the metropolis of Rouen.

Daily emergencies

It was in the premises of the latter, this Wednesday, November 20, 2024, that different members of the CGT held a meeting to publicly express the emergencies they see “daily”. Acts of violence, prostitution, mistreatment… Children placed at Idefhi sometimes undergo (or cause to undergo) an ordeal, as indicated by various sources at 76actu this summer.

To raise awareness on the subject, the CGT union published a “inter-professional and inter-union demands list” and sent a letter to the Department. The goal is to be associated with the information mission voted by the elected officials of the departmental council, on October 10, 2024. For the occasion, members of Sud, Saf (French lawyers' union) and SNPES PJJ, were present.

A prostitution network in Idefhi?

In this information mission, the elected representatives of the opposition recalled that it was a question in particular of “ suroccupation in reception areas, lack of staff and training, unsuitability of the reception method – to the age or profile of the children – lack of solutions andlack of reassessment of the situation after a long delay in the execution of a measure.

François Hisgeneral secretary of the Union Syndicale Départementale (USD) CGT de la Seine-Maritime, for the health and social action sector, recalled that educators were “put in danger”. “We organized a meeting with the RG (general intelligence), we put everything on the table. There is real insecurity”, and to cite the chilling example of “menacing pimps who bring girls back in the evening”. According to him, a prostitution ring was set up in Idefhi, by delinquents from outside the structure.

A partnership signed with the police

“We are aware that young girls are prostitutes,” seriously deplores Idefhi to 76actu. But according to the structure, “there is no network within Idefhi. Not at all,” says the institute. Even if the latter understands that girls can sometimes follow the example of others and “act by mimicry”.

We welcome a very vulnerable public and individuals know it. Idefhi is not a prison. When some people run away, they find themselves in danger.

Moreover, to fight against this scourge, a partnership has been signed with the police and the gendarmerie. “ We undertake to transmit all information which we can make available to the police”, and to add that preventive actions will be planned.

“There is a realendangerment professionals and children,” says François His in turn. The ARS was also made aware of the subject. This theme, and many others, are mentioned in the letter written by the CGT to the president of the department (the community which finances social assistance for children) Bertrand Bellanger.
