Strasbourg – A large Moroccan delegation, made up of magistrates and prosecutors general concerned with international cooperation and the protection of human rights, began on Wednesday a study visit to the European Court of Human Rights (ECHR), based in Strasbourg and under the Council of Europe (CoE).
This visit aims to enrich Moroccan judicial practices in the fight against gender-based violence and domestic violence and to strengthen cooperation between the Presidency of the Public Prosecutor’s Office and the ECHR as an international jurisdiction responsible for ensuring the compliance with the European Convention for the Protection of Human Rights and Fundamental Freedoms in the signatory States.
It is also a question of strengthening the judicial skills of participants through deepening their knowledge of the ECHR, its functioning and its jurisprudence, particularly with regard to fundamental rights, mechanisms of proof and investigation techniques. .
To this end, the participants, who have already benefited from training sessions provided by the CoE on violence against women and domestic violence, attended a hearing of the Grand Chamber of the ECHR, with the aim of to observe its way of interpreting and applying the Convention in real cases and to strengthen their understanding of European standards on human rights.
On this occasion, the Moroccan delegation had discussions with experts and professionals from the ECHR on the key conventions of the Council of Europe, in particular the Istanbul Convention which deals with violence against women, and the Lanzarote Convention which addresses the protection of children against sexual abuse.
The program also includes a visit to the Saverne court (Strasbourg region), which has set up a pioneering experience in the treatment of violence within couples, with a Center for the care of perpetrators of domestic violence.
This visit should allow members of the Moroccan delegation to focus on the initiatives to create monitoring and care centers for perpetrators of domestic violence and the progress made in the fight against violence against women, and learn about the challenges related to the application of international conventions in this area.
The Council of Europe, as part of its technical assistance mission for the implementation of the Government Equality Program (PGE 2023-2026), contributed to the organization of several capacity building sessions for Moroccan judicial officials, between December 2019 and September 2022 in Morocco, having benefited hundreds of magistrates and prosecutors.
It was also decided, in collaboration with the CoE, to produce and distribute a practical collection for magistrates capitalizing on knowledge in the fight against gender-based violence, with the aim of disseminating the best judicial practices, both at the national and international level, and to encourage public prosecutors to redouble their efforts with a view to achieving effective protection of women against all forms of violence.
