The meeting of the municipal council of Taverny (Val-d'Oise), Monday November 4, was devoted to “stopping” the project of the new Local town planning plan.
Since 2019, the town hall has been working on overhauling the old Plu, dating from 2005, which has become “obsolete”.
“Controlling urbanization”
Through this new document, the City wishes to “control urbanization, demographic growth and urban planning of the city; preserve its environmental, landscape and architectural quality; defend one’s identity.”
After five years of work, a huge document was produced. Florence Portelli, mayor (Lr) of Taverny, thanked the services and all those who had worked.
After a detailed presentation of the project by the consultancy firm which supported the municipality, the debate took place.
For the opposition group Let's change the era in Taverny, it is still the eco-district project in Écouardes, near the A115 motorway, which poses a problem.

Catherine Thoreau spoke of “a relatively significant densification. A protective wall, according to the study firm, is planned to deal with nuisances from the A115.

Concerning the agricultural areas in which the eco-district is planned, Florence Portelli explains that these were “surrounded before we were elected and they are no longer viable by the farmers' own admission”.
Thomas Cottinet, opposition elected official (Les Écologists) then spoke. If he welcomed several points of the Plu, he believes that it

Florence Portelli: in Île-de-France, “we need 70,000 housing units per year”
“You always repeat the same thing and you are incapable of telling us where we need to build the new housing that the prefecture is asking us to do,” replied Florence Portelli.
“There are 600 vacant homes in Taverny,” assures Thomas Cottinet. “This is false,” replies Florence Portelli, who recalls the need to respect the Sru law (Solidarity and urban renewal), which imposes 25% social housing.
“I remind you that 70% of people in Île-de-France are eligible for social housing because they cannot find private housing.”
The majority voted in favor of the results of the consultation and “stopped” the draft Local Urban Plan.
The next step will be the public inquiry. It will take place in spring 2025. The public will once again have the opportunity to express themselves. Then the investigating commissioner will issue an opinion.
The final adoption of the new Plu is planned for June 2025.
