A new hard blow will hit the wallets of motorists. The Haute-Garonne departmental council has decided to cut a 25-year-old system. Zap31, already reduced ten years ago, will be deleted.
It allowed motorists, for €1.50 per month, to obtain a 15% reduction in the toll when they had to use it on their home-work journey during the first 22 passages before the reduction rose to 80% between the 23rd and 44th passage. The president of the departmental council, Sébastien Vincini, himself warned the beneficiaries in a letter sent on November 6, reports Le Parisien.
Savings forced by the government
“After an in-depth evaluation of this system, it appears today that it in no way guarantees that it benefits those who need it most, nor that it only finances home-work travel. “On the other hand, working practices have evolved towards less travel (teleworking, videoconferencing, part-time work, etc.) and many subscribers do not benefit from the reduction because they do not achieve the required number of trips each month.”
The departmental council justifies this deletion by the colossal savings requested by the government from the communities. 8,000 people were beneficiaries of this system. “Due to the collapse of the real estate market, the Department's budget was cut by 253 million euros in revenue in two years.” explains the departmental council, again according to our colleagues from Le Parisien. “In this constrained and imposed framework, the Department sees itself obliged to reduce its expenditure and make a total effort of 160 million euros when voting on our initial 2025 budget.”

Bad news for motorists in Haute-Garonne, the department has decided to cut the Zap31 system which made it possible to offer a reduction to workers who had to take a toll on the journey between their home and their work.
