several departments threaten to suspend payment of the RSA if the government does not review its text

Protesting against the efforts required of them in the 2025 finance bill, the right-wing departments threatened to suspend the payment of the RSA this Thursday, November 14.

The departments led by the right and the center have decided to put pressure on the government. This Thursday, November 14, they threatened to suspend the payment of Active Solidarity Income (RSA) and to stop taking care of new unaccompanied minors (UMAs) if the executive does not reverse the budgetary cuts planned for 2025 .

The Départements de association met at a conference in (Maine-et-) this Thursday. It is in this context that the president of the group of departments of the right, center and independents (DCI), Nicolas Lacroix (LR), made this announcement during a press point.

“From January 1, all departments of the right and center will suspend their payments” of RSA to family allowance funds and “we will no longer take care of new unaccompanied minors because it is migration policy” , he declared.

Before adding: “Until now, we have said nothing (…), but child protection is not migration policy. Today, unaccompanied minors, let the State manage and take care of them.”

The president of the Haute- Departmental Council also said he was considering “attacking the State” in court for each decision “which impacts the finances of the departments without their agreement”. He also asks the government to suspend the new increases planned under Ségur.

“We are also considering mobilizations in our own departments,” indicated Jean-Luc Gleyze, president of the group of left-wing departments. He announced his intention to demonstrate, in particular by placing a large tarpaulin on the building of the department, which he chairs.

According to him, the budgetary effort has “already been made” for the departments, with a loss of 6 billion euros in transfer taxes in two years.

A fragile economic situation

“Will it be necessary to impact the elderly person and make them pay more than they have to pay in nursing homes? Should we reduce the number of social workers? Should we support sports clubs less? Should we protect children less? Will we have to increase the price of school canteens for middle school students?,” asked Jean-Luc Gleyze.

While they see their social spending on child protection, assistance for dependent elderly people and people with disabilities explode, the departments are witnessing, at the same time, the melting of their revenue from transactions real estate. They also record less VAT than expected.

According to Départements de France, the departments are the most impacted by the finance bill for 2025, which provides for an effort of 5 billion euros for communities. They must bear 44% of the effort, or 2.2 billion euros.

The departments are therefore asking the government to review its copy. They demand the abandonment of the planned levy on operating revenues as well as the freezing of VAT dynamics.
