Scaffolding, rubble, and workers on site. The rehabilitation of the residence on Square Jean-Macé, in (), has begun. The real estate complex consists of 335 accommodations spread over four buildings. The cost of the work amounts to €14,447,000, or an investment of €43,122 per accommodation.

“It’s a important operation aimed at improving tenant comfort, reducing energy consumption, modernizing common areas and strengthening security,” explains social landlord CDC Habitat, in charge of the project.

First problems

This rehabilitation was awaited by the residents. Yet, several tenants met by 78 news on site are already “at the end of their tether”, as Véronique, who lives in building 33, puts it.

“In my kitchen, the workers wrong screws when installing the new window. They came to change them for me, but my window is still poorly installed. Right next to it, I have an inch of placo sticking out. In the model apartment, everything was very smooth. »

“It is sometimes 11°C in winter and up to 35°C in summer. We were shown roller shutters for the kitchen during the public meeting, they are not installed,” regrets Elhadji, secretary general of l’tenant friendly UDLT (Union for Defense of Freedom and Transparency). “There is no finish, it’s poorly done,” laments the vice-president, Jérôme.

“During the initial installation of the new joinery, issues were identified regarding the use of non-compliant screws. Corrections have been made to ensure a secure and optimal installation. »

Laying tiles not level

The laying tiles also causes inconvenience. “In my bathroom, it was crooked, and it stayed in my hands,” recalls Véronique.

The lessor recognizes “a quality problem in the installation of earthenware, particularly around bathtubs and on the reconstructed facades”. “Corrective measures (change of work teamx) have been taken to resolve these problems and ensure that future work meets quality standards,” assures CDC Habitat.

“We see it in all colors. The workers are attacking the site from everywhere, it's poorly done. »

“I smell the air”

The annoyances for this resident of the neighborhood since 2000, who lives in the same apartment since 2017don't stop there. “In my loggia, the window is poorly installed, with an imbalance, and I feel the air,” explains Véronique. Same thing in the bathroom still under construction.

“Possible air passages are part of the adjustments necessary at this stage of the facade rehabilitation project. We are in the process of carrying out external thermal insulation which includes caulking work. Our teams are mobilized. »

Parking spaces occupied by dumpsters

These famous Windows are placed at the bottom of homes, where skips encroach on parking spaces, which also annoys several local residents. “We already have few places to parkingwe have even less,” they lament.

« Storage areasincluding dumpsters, were defined in agreement with the association to minimize the impact on the daily life of tenants, explains CDC Habitat. Adjustments have been made, and a machine has recently moved the troublesome elements to new spaces. A dumpster currently occupies two parking spaces in the parking lot in front of 33, on the front facade side. »

“No other spaces located in areas designated for parking are neutralized. This is necessary to allow workers to remove the rubble directly from the scaffolding, in connection with the facade demolition work. We remain attentive to limit nuisance as much as possible. »

Work delays

With these various problems, the construction site is also falling behind schedule. “We are provided and schedule that is not respected », deplores the president of the tenants' association. “The complexity of the rehabilitation, which involves the demolition and reconstruction of parts of the facades, has led to delays which we regret,” admits the lessor.

“We have identified difficulties with subcontractorsand adjustments are underway to guarantee the quality of the work, continues CDC Habitat. Our teams, in conjunction with the company in charge of the rehabilitation work, are actively working to resolve these problems. »

A local resident still congratulates himself, but only with lip service, new toilets. “They have been changed, they are reconditioned, that’s the only good thing. The joint, however, is poorly made. »

€14 million: “For this price, where is the quality? »

We understand, the residents are disillusioned. “In building 33 or 1, we notice windows that are not straight, with gaps, but also significant gaps between the tiles installed and the old one… For rehabilitation,it's worse than beforeannoys Lahcen, the president of the UDLT tenants' association. This rehabilitation costs 14 million euros, but for this price, where is the quality? »
