Follow the Marne
It is a necessity given the congestion of the Biberonne river and recent floods. To avoid any risk, the Mixed Union of the Upper and Lower Beuvronne Basins (SIBHBB) will carry out maintenance work on this watercourse and its tributaries.
The location of this work concerns six communes of the sector: Dammartin-en-Goële, Longperrier, Moussy-le-Vieux, Moussy-le-Neuf, Thieux and Villeneuve-sous-Dammartin.
What objectives?
The aim of this maintenance is “to maintain the watercourse in its equilibrium profile, toensure the free flow of water and contribute to its good ecological status,” explains Théo Sorbara of SIBHBB.
The work essentially consists of maintenance of the riparian forest (abundant and varied vegetation bordering the rivers), occasionally associated with cleaning the bed, all with the aim of controlling the vegetation and better water flow while preserving the biological and landscape potential.
The various works can be detailed as follows:
– ice jam removal major;
– selective cutting and non-systematic stems and low branches hindering flow;
– non-systematic felling of healthy or dead trees at risk of being stumped;
– fight against exotic species invasive;
– replanting the most bare areas with local species.
“All of this also has the ultimate goal of limit the risk of flooding. Here we are upstream which is occasionally affected by flooding. But, this work will also make it possible to avoid ice jams downstream, where the Biberonne regularly leaves its bed,” continues the union member.
A non-state watercourse
All the watercourses of the Beuvronne watershed are non-state. The watercourse therefore belongs to the neighboring owners. The owners have possession of the banks and the bed up to half of it. Under article 215-14 of the Environmental Code, riparian owners have the obligation to ensure regular maintenance of the banks and the bed of the river which border their property.
However, local authorities can replace owners to carry out river maintenance work, if the maintenance plan is recognized as being of general interest. “This is the case here, the residents do not do it, and the union takes over to ensure maintenance. »
5 phases
This work falls within a multi-year maintenance program over 5 years and 5 phases. Over these 5 years, from 2023 to 2028, 100 kilometers of La Biberonne are affected and 23 municipalities.
“We have carried out a division into 5 sub-basins each representing 20 kilometers”, adds Théo Sorbara, before concluding, “the first phase therefore took place last year and for this year 2024, these are therefore the works of the second section which will begin on November 15 and for a financial cost of 78,000 euros. »
