“Nationally, the presidents of departmental councils are taking initiatives to alert people to the consequences of the Government's finance law,” comments Jean-François Parigi, president of the Seine-et-Marne departmental council.

For Seine-et-Marne, this represents a drop in allocations of 70 million euros. “We want the Government to hear us. The financial efforts that it requires of us will force us to question some of our policies,” laments Jean-François Parigi, who emphasizes that the Department has already been suffering revenue declines for several years: “In 2023, we have lost 100 million euros on DMTOs [les droits de mutations à titre onéreux autrement appelés frais de notaire, N.D.L.R.] in 2023 and 50 million this year. As for the social expenses that the Government imposes on us, they have increased by 7% without being compensated »he says.

Tuesday, November 5, at 10 a.m., they will meet in front of the prefecture, a few steps from the Hôtel du Département. “In this mobilization, we are in association with construction, roads, culture, sport, farmers who are also suffering and the mayors of whom we are partners,” continues Jean-François Parigi who underlines:
More than 70% of the work given to the construction world comes from communities. If we no longer have a budget, we will not be able to maintain this level of commitment while the construction industry has been in crisis for several years.
What is the president of the Department asking for? “Give back more autonomy to Departments and be able to increase the DMTO by one point.” According to him, this would be the only way to maintain investments in Seine-et-Marne, which this year will be of the order of 300 million euros.
While waiting to be heard by the State, the Department has decided to postpone the vote on its budget initially planned for December to March 2025.
