They will take two forms: either via a declaration from the owner who will have to complete a form when renting their property, or via the prior authorization system, which involves the municipality's services traveling to visit the property. and ensure its quality. The verification criteria include in particular the absence of humidity, traces of mold, the condition of the electrical installations and even ventilation.
A measure “resolutely social”
“The city may prescribe work if the condition of the housing or building exposes the occupants to obvious risks that could harm their physical integrity or their health”specified the mayor of Bernay, Marie-Lyne Vagner. In the event of absence of a rental declaration, the owner will have to pay a fine of up to 5,000 euros. 15,000 euros penalty is also provided if the property is rented even though the authorization has not been issued.
“The rental permit is a resolutely social measure to protect tenants by ensuring them decent housing, by fighting against unscrupulous owners who rent out unsanitary properties”welcomed Marie-Lyne Vagner.
