For this fourth edition, the Observatory of the communes of Guyana, the French Development Agency (AFD) opted for a more concise and educational format. This new opus highlights the essential financial data of the 22 Guyanese municipalities for the 2023 financial year, taking into account the particularities of this unique territory.
The Observatory highlights significant financial disparities between municipalities, particularly in operating revenue per inhabitant, largely explained by differences in the location of major economic activities. The characteristics of operating expenses were detailed and the dependence of communities on dock dues explained. This edition of the Observatory highlights a tendency for municipalities to make sustained investments, while having limited net savings and being the least indebted DROM in proportion to the number of inhabitants. This version also explores the role of Guyanese intermunicipalities in order to promote greater efficiency of public policies.
