“The insurers are the kings. Communities suffer.” Véronique Delmouly, finance assistant in Pontivy (Morbihan), perfectly summarized, during the municipal council meeting on September 30, 2024, the situation experienced by most local authorities vis-à-vis insurance companies.
No local insurer
The question of insurance for the City of Pontivy came from a remark by an elected official from the opposition, Jean-Jacques Merceur, who said he was surprised not to see any company in the sector in the list of insurers of the City.
Indeed, damage to property and related risks are insured by the Pilliot company, from Aire-sur-la-Lys (Pas-de-Calais), for 24,601 euros. This same company provides legal protection for the community for 532 euros.
The additional risks are covered by PNAS, of Paris, for 8,582 euros; motor vehicles by Groupama Loire Bretagne, in Rennes, for 30,132 euros.
The functional protection of agents and elected officials is covered by Smacl Assurance, of Niort (Deux-Sèvres), for 1,084 euros.
Finally, statutory benefits (accident guarantee, illness, funeral expenses, etc.) are provided by the Aster company, from Paris, for 65,000 euros. Please note, these amounts are those as of December 7, 2021.
A national problem
Today, local insurers are no longer responding!
Véronique Delmouly agrees: “When we launched the market, no one responded. Yes, we got an answer. But some communities have no answers. This is a real national problem. »
The finance assistant did not fail to point out the staggering increase in the cost of insurance for the City: from 130,000 euros in 2022, the bill will rise to 335,300 euros in 2025!
