EU reaffirms “immense value” of partnership with Morocco | APAnews

Josep Borrell’s statement constitutes a setback for Algeria, which had expressed its dissatisfaction with the position of EU member states, which had unanimously reaffirmed their commitment to this strategic partnership with Morocco.

On October 14, 2024, at the end of the Council of Foreign Ministers of the European Union, held in Luxembourg, the High Representative of the EU, Josep Borrell, delivered a statement on behalf of the 27 States members. This speech highlights the EU’s unwavering attachment to the “strategic partnership” with Morocco, an agreement deemed of “immense value” by the 27.

During the press conference that followed, Borrell insisted on the need to deepen relations between Morocco and the EU. “This partnership is long-term and long-term,” he said, recalling that it has existed for more than 55 years since its creation in 1969. The High Representative also underlined the desire of European ministers to continue and strengthen this multifaceted cooperation with Morocco in the months to come.

Borrell’s statements also addressed recent rulings of the Court of Justice of the EU regarding fisheries and agricultural agreements between the EU and Morocco. He reaffirmed, with the President of the European Commission, Ursula von der Leyen, the EU’s commitment to strengthening these ties in all areas, in accordance with the principle of respecting commitments made, “pacta sunt servanda”.

The collective position of the 27 comes in a delicate context, shortly after Algeria summoned the ambassadors of the twelve countries who had expressed their support for Morocco following the Court’s decisions. This gesture by Algeria could be interpreted as an attempt to thwart European support for its Moroccan neighbor. In response, the unanimous statement by foreign ministers constitutes a firm reaction from the EU, solidifying the lasting bond with Morocco in the face of Algeria’s pressure attempts.

If Algeria has expressed its dissatisfaction with the support of these twelve countries, it must now face the collective determination of EU member states, who appear more united than ever in their support for Morocco. This consensus is echoed in the visible alignment of the EU Council, the European Commission and the EU Foreign Service, displaying unprecedented unity on an issue that affects the Union’s internal interests.

Josep Borrell’s statement today reflects a positive and strategic movement, marking continuity with the commitments made previously. It sends a clear message to Algeria, reaffirming that any interference in internal EU issues will be effectively countered by a strong and cohesive response from all Member States.
