The construction of Crisenoy prison threatens 30 ha of agricultural land

On April 20, 2021, Jean Castex, then Prime Minister, launched the “15,000 places plan” for prisons which formalized the project to build a penitentiary center with 1,000 places by 2027 in Crisenoy, on agricultural land in the hamlet of Bordes, along the A5 motorway.

After several demonstrations in front of the Seine-et-Marne prefecture, a stormy public meeting organized in mars 2023 in the presence of representatives of the Public Agency for Justice Real Estate (Apij), responsible for the real estate project, after a public inquiry conducted from April 2 to May 7, 2024, the municipality is not giving up in an attempt to safeguard the rural character from the village of 600 souls.

“According to the latest figures presented to us, the prison would have an area of ​​30 ha for a useful surface area of ​​19 ha, specifies the elected official. It is as much cereal land sacrificedeven though we are being told about maintaining rurality and food sovereignty. We want the new government to understand that this project is ecological and environmental nonsense with regard to the Zero net artificialization plan (Zan) by 2050 launched by the State. »

The prefect of Seine-et-Marne having still not uttered a Declaration of public utility (DUP)which would definitively endorse the project, the municipality therefore still wants to believe in its chances, however small they may be. “Soil studies are still in progress, which is why the DUP has not yet fallen,” specifies Hervé Jeannin, lucid.

Before adding: “It should take place at the end of the year (read box below), but in view of budget status of , we can think that the financial question could weigh in the balance today. »

For the Ministry of Justice, the Crisenoy Prison project “remains relevant”

The Crisenoy penitentiary center is due to open in 2027. Where is the administrative process?
The public inquiry relating to the procedure for obtaining the Declaration of Public Utility (DUP) ended on May 7, 2024. At its end, the commission of inquiry issued a favorable opinion. Beyond the DUP decree, the next major administrative steps are the submission of the building permit application on the one hand, and the environmental authorization request on the other hand, due to take place in 2025.
The prefect of Seine-et-Marne was to take over the DUP before last summer. Why this delay?
It was necessary to adjust the DUP procedure as closely as possible with the investigation methods, the scope of which was extended to the commune of Fouju. All preliminary studies necessary for the preparation of the file submitted to public inquiry have been completed. Additional studies will be carried out following the selection of the design-construction group, in order to refine the design of the project, as provided for in the normal course of a real estate operation.

When will the DUP be taken?
The DUP is expected before the end of 2024.

From the beginning, the mayor of Crisenoy has campaigned for the prison to be built on the industrial wasteland of Clos Saint-Louis, in Dammarie-lès-Lys, which would avoid removing agricultural land. Has this solution been considered?
The industrial wasteland of Clos Saint-Louis was indeed proposed as a possible site for the prison, but was quickly abandoned due to the level of pollution of the site, incompatible with a permanent accommodation function. The presence of asbestos pollution in volumes of several hundred thousand tonnes is proven, the extraction of which would be extremely complex.

The municipality of Crisenoy intends to contact the new government to try to have the project abandoned. Can you confirm that the prison file is still current?
Yes, especially since the Prime Minister recalled in his general policy speech the urgent need to continue the construction of prison places.

To try to have more weight, the mayor does not refrain from contact the Ministry of Budgetbut it counts above all play the local card. Since the end of September 2024, the Barnier government has in fact included in its ranks Jean-Louis Thiériot (LR), Minister Delegate to the Minister of the Armed Forces and Veterans. Until his appointment, Seine-et-Marnais was deputy of the 3e constituency of the department, that of Crisenoy.

“An opening of Crisenoy prison in 2027? Impossible “

In March 2023, he questioned the Minister of Justice on the matter, estimating that “the decision which was taken (to build a prison in Crisenoy, editor’s note) was not the subject ofno serious consultation with the inhabitants of Crisenoy, who experienced it as a true arm of honor to rural communities.

“How consistent is the government between justice policy and environmental policy? », he asked the Minister of Justice at the time. In front of the inhabitants of Crisenoy, on March 15, 2023, MP LR also explained that his room for maneuver was slim due to the fact that he was in opposition, but had promised that if his political party came to power, he would use all his weight to have the project canceled.

Now that he has, will he keep his word? (read box below) “It has always been there, but we are going to relaunch it,” assures Hervé Jeannin, who observes that the project seems to be accelerating.

Having become a minister, can the former deputy weigh in?

Opposed to the construction of a prison in Crisenoy when he was a deputy, Jean-Louis Thiériot (LR) explained several times that he would do everything to ensure that the project was abandoned if his party, Les Républicains, returned to business.
Appointed, at the end of September, Minister Delegate to the Minister of Defense and Veterans Affairs within the new LR government, led by Michel Barnier, we relaunched him on the subject during an interview carried out when he took office. of function.
“The Crisenoy prison project is one of the files which will have to be examined, but it is not within my scope of action”, first recalled the new minister. Before reaffirming his desire to fight against the project: “I am already trying to put in place what needs to be put in place within my ministry. However, if I am contacted on this subject, I will not fail to take a particular look at this matter. » Including act.

Latest example to date, the vote by the departmental council to create a deviation from the RD57 and the development of a roundabout between la RN36 et la RD57on the territory of the municipalities of Crisenoy and Fouju.

“This is the axis which will serve the prison and then the probable future Zac de Fouju,” explains Hervé Jeannin. Farmers have also filed appeals against the creation of the roundabout, because the road will cross their land. »

Before concluding: “The State continues to talk about opening the prison in 2027, but that seems impossible to me. It is necessary at least two years of work and a year to run the installations empty, once all appeals have been purged, calculates the elected official. So even once the DUP has been taken, it will take at least four additional years. » An eternity.
