A new model for managing public services in the Casablanca-Settat region – Le7tv.ma

The Casablanca-Settat region, the economic locomotive of the Kingdom, is today taking a major step forward with the entry into operation, from October 1, 2024, of Morocco’s first Regional Multiservices Company. From now on, the Société Régionale Multiservices Casablanca-Settat becomes the new manager of public services for the distribution of drinking water, electricity and liquid sanitation throughout the regional territory.

The creation of this new system is part of the development of the distribution sector and the dynamics of the implementation of advanced regionalization. This new management model is based on a sustainable regional approach, financially viable and capable of financing large investments in order to meet the growing needs of the region. It also aims to improve the quality of services, technical efficiency and achieve economic profitability in the management of public services.

First regional multi-service company in Morocco

The Société Régionale Multiservices Casablanca-Settat (public limited company) was created in accordance with Law No. 21-83 relating to regional multiservice companies (published in Official Bulletin No. 7213 of July 17, 2023). Its main objective is to guarantee universal access to basic services and to ensure the continuity of public services throughout the Casablanca-Settat region. Its mission consists of managing the distribution of drinking water, electricity, and liquid sanitation throughout the territory of the region, respecting the fundamental principles of public services, in particular continuity, adaptability and equality of users.

The management of these services has been entrusted for a period of 30 years to the Société Régionale Multiservices Casablanca-Settat, within the framework of a management contract with the Groupement des Communes Territoriales Casablanca-Settat for distribution.

A capital of 200 million dirhams and a mission for more than 7 million inhabitants

The capital of the Société Régionale Multiservices Casablanca-Settat amounts to 200 million dirhams, distributed between the State (25%), the Groupement des Communes Territoriales Casablanca-Settat (40%), the region of Casablanca-Settat (10%). %) and the National Office of Electricity and Drinking Water (25%).

The Company’s scope of intervention covers the entire regional territory, including the prefectures of Casablanca and Mohammedia as well as the provinces of Nouaceur, Médiouna, El Jadida, Sidi Bennour, Settat, Berrechid and Benslimane. Drinking water, electricity and liquid sanitation distribution services will be provided to a population of more than 7 million inhabitants.

The main objective of the Company is to group and combine the resources and expertise of previous operators in order to guarantee each citizen access to quality services while ensuring sustainable management of resources.

A strong commitment to citizens

The launch of the Société Régionale Multiservices Casablanca-Settat directly responds to the expectations of citizens of the region. Thanks to decentralized, harmonized and equitable management, this new system aims to reduce overlapping interventions between former operators, thus guaranteeing greater efficiency and rationalization of investment and operating costs.

The Company is committed to reducing territorial disparities, particularly between urban and rural areas, by generalizing access to water, electricity and liquid sanitation services throughout the region, thus contributing to a balanced distribution. services.

With the establishment of this first Regional Multiservices Company, a new era of public service management is opening in Morocco, both at the regional and national level. The company is determined to meet the challenges of operational excellence, equitable management of services and sustainable development, relying on the support of local and central authorities, on its partnership with the Groupement des Communes Territoriales Casablanca- Settat and the expertise of its teams.
