The Department is building a new home for disabled people for 2026

The Department takes the care of people with disabilities in its territory very seriously. This is why the institution has decided to invest in the construction of the new Departmental House for Disabled People (MDPH) which will be located on the Montfavet road in . This project, which has just started, cost the Department €8.9 million and will be completed by 2026.

A major project for an essential project. The Vaucluse Departmental Council has been building the new Departmental House for Disabled People (MDPH) for over two years now, which will be built in 2026 on the Route de Montfavet in Avignon. Construction work has just started in September 2024. The agency Leteissier-Corriol Architechture & Urbanisme, which was chosen after a call for tenders to manage the project, will be responsible for building a 2,700 square meter building on R+3 at the Souvet block.

The arrival of this house for disabled people responds to a need to improve the reception of the public and a desire to better support people with disabilities. The current Departmental House for Disabled People, located on Boulevard Saint-Michel, in Avignon has suffered the damage of time and its premises seem more suited to an optimal reception. The new building under construction will be larger, more functional and will meet an ecological challenge since it will be more energy efficient. This new design is part of an overall project also including the complete rehabilitation of the premises of the Pôle Solidarités located on Boulevard Limbert and the renovation of the EDeS Avignon Est Centre-ville.

A project in phase and integrated into a more global urban development

The new home for disabled people in Vaucluse has been in the planning stages for over two years. Time for the Department and the stakeholders involved in this project to carry out consultation work with the City services, AURAV, Citadis (holder of the development concession) to integrate the building elements into a broader development operation including:

– the creation of a continuous green corridor along the railway line for soft mobility.

– the development of a public garden/park.

– the construction of a residential building at the back of the plot.

– the creation of several paths accessible to all audiences towards the park.

A future functional building under the sign of sobriety

If the Leteissier Corriol Architecture & Urbanisme Agency was chosen among the 96 candidates, it is for its work of sobriety and an architecture respectful of the proximity of the ramparts (with a treatment of the stone-tone facades). It was essential for the Department and the City to integrate this project into a functional organization that sticks to the urban planning.

A new building for a new organization. The new building will house the gathering of MDPH services as well as those of the Autonomy Department (initially based on Boulevard Limbert) with the aim of centralizing requests and meeting the needs of people with disabilities and loss of autonomy.

From an aesthetic point of view, the new MDPH will offer an efficient and modern architecture. A work that will favor the provision of natural lighting to give a luminous feeling as well as the integration of stone-colored facades that will fit into an optimal architectural integration that will prevent the building from heating up.

For well-being and to provide a safe place, the construction site will include the installation of a patio composed of a Mediterranean garden, light coverings and the planting of trees. A choice that should allow the birth of an island of freshness, pleasant both in winter and in summer. In terms of accessibility, the location of the new house was also chosen for its presence on the Avignon tramway line.

To carry out this operation, the large disused hangar located along the railway line (the Souvet hangar) owned by the Department was destroyed in 2022 as part of the development of the block. Subsequently, the Department of Vaucluse will build the new building on a projected floor area of ​​approximately 3,800 m2.

The Departmental House for Disabled People (MDPH) provides advice and guidance to people with disabilities in their procedures. It informs them about their situation, their rights, the benefits they are entitled to, and the services available to them. The MDPH directs them to the competent organizations.

Informing and raising awareness among citizens about all forms of disability are also priorities for the MDPH. The agents who respond to the public are divided into two departments: the Autonomy Department, the services of the Departmental House for Disabled People (MDPH).
