The Meuse adopts the experiment of conditional RSA: here’s why

Since the law of December 18, 2023the active solidarity income (RSA) is conditional in several departments on a weekly commitment of 15 to 20 hours of activityIn Lorraine, L’Est Républicain reveals that the system has already worked well in the Vosges department, with a significant drop in the number of RSA beneficiaries and a increase in returns to employment.

Given the success of this conditional RSA, the Meuse, which is one of the pilot territories, hopes to also obtain a good return.

Concretely, the system provides personalized support for beneficiaries to facilitate their return to employment. But in a department like Meuse, how is this experiment implemented?

Reinforced support in Verdun

The Verdun basin, with approximately 2,200 RSA beneficiariesis at the heart of this experiment. Speaking to L’Est Républicain, Jérôme Dumont, president of the departmental council of the Meuse, is already pleased with the resources deployed: “To support the beneficiaries, we have already hired eight people out of the ten planned. In addition, two employees from Travail are working with us and have a perfect command of the subject.”

These twelve escorts will have the mission of ensuring close monitoringin line with the profiles of the beneficiaries.

By December 2024, each beneficiary will be integrated into a return to employment pathway. “We have an asset in Meuse,” emphasizes Jérôme Dumont, “the actors in social assistance, employment and reintegration know each other and are used to working together.”

A first approach in Meuse

In a rural department like the Meuse, where employment opportunities can be limited, the stakes are high. Jérôme Dumont insists on the importance of personalized support: ” 80% of RSA beneficiaries have no diplomaTo help them, it is not just a matter of filling these 15 hours of activity, but of offering a tailor-made approach.

Towards a generalization in 2025?

The government plans to generalize this RSA reform conditionally to the entire territoryin 2025The first returns in Meuse and Vosges will therefore be closely scrutinized to assess the effectiveness of the measure on a national scale.

For the time being, the Meuse and Vosges stakeholders are confident: personalized support could well be the key to the successful reintegration of RSA beneficiaries.
