Images on a vast campaign to release the facades of the buildings of many arteries in the capital have gone around social networks, arousing a keen debate on the usefulness of this operation and still its consequences on the inhabitants. At the end of the week, members of the public authorities were seen withdrawing the parables and air conditioners installed on the facades of the buildings.

Not only, the city authorities also undertook a large communication campaign on site to ban new facilities. This operation, although welcomed by some, is denounced by others who claim to have no place where to install their antennas. The latter see no interest in it, believing that the facades and balconies of buildings do not constitute, according to them, a disturbing element of traffic in the arteries concerned.

Local authorities, on the other hand, consider this measure as a means of preserving the city’s urban landscape, ending the presence of rusty parabolic antennas or poorly installed air conditioners on the facades, which harm their aesthetics. This measure is thus essential, especially since the rehabilitation and infrastructure improvement projects are multiplying in the city in preparation for major international events planned in Rabat, City of Lights.

Action against illegal installations

This operation is not, however, new because the authorities of the city continuously proceed to the release of the facades in accordance with a municipal decree adopted in 2018 relating to the status of the condominium of built buildings. In its article 13, the said decree prohibits the installation of the various devices, including parables and air conditioners, on the facades of buildings. That said, these devices must be, ultimately, installed inside the buildings, that is the roofs, of which all the buildings have.

This same vision has been put into perspective several times by the Minister of the Interior, Abdelouafi Laftit. In response to a question on the “positive repercussions of the release of the public domain on the urban landscape and territorial development” in Parliament, Laftit said that the collective public domain, which can be a lever for municipal development, knows many problems , in particular its unauthorized occupation. You should know that this operation is not specific to Rabat.

The same approach was carried out in Casablanca to end the bulky installations on the facades of the buildings of the metropolis, also in full transformation.
