The Municipal Council of Prayssacin the Lotmade the choice toacquire land in order to offer building lots to first-time buyers or to people under 45. This decision is explained by the fact that retirees come quite naturally to Prayssac; there is no need for public investment to attract them.
On the other hand, the young people and families need a helping hand to settle in the community. The Lot is aging, there is a real population renewal issue and maintaining a balance between generations.
Arguments to attract Prayssac
This land is close to schools, shops, town center services, while being in a residential area.
It is possible to do everything on foot: these are good arguments for bringing families. The 5-year outlook for the number of children in the Lot is catastrophic. However, the municipality has already made large investments in schools: it is essential to have a young population with children who settle in Prayssac; we must preserve youth in the town, even if retirees are always welcome.
8 lots on sale
Originally, the entire plot was 1.5 ha. The owner had a project, but it was complicated for him to invest in the entire network in order to make the lots serviceable. He contacted the town hall in 2023. An agreement was reached: the municipality therefore acquired half of the land, and the costs of road, sanitation and water networks were distributed according to the lots for that everyone contributes to the costs through a PUP (Urban Partnership Project) agreement.
-On the part now owned by the town hall, 8 lots have been created. Each lot is approximately 600 m2 and is offered for sale at €45 including tax/m2. One of them is already booked, and others are under discussion. A planning permit has been filed, with subdivision regulations, including some conditions on fences, in order to preserve the good life together. Grassed parking lots will be created, and landscaping is planned once the houses are built.
Turnkey houses
The social landlord Polygone has positioned itself on 4 lots: it benefits from 5.5% VAT and a property tax exemption for 15 years. Indeed, it has advantages for first-time buyers. Polygone offers off-plan houses to optimize costs, with 2 types of houses (2 or 3 bedrooms). These are turnkey houses, only the kitchen is required. Interested people pay a fee according to their means, then they switch to a traditional loan and access the property. As soon as Polygone has 2 reservations, it commits to 4 lots and therefore to the construction of 4 houses.
“In any case, the real estate investment on these lands will never lose value, given the village, its dynamism and the location. It’s a good first purchase,” explains Christophe Roger, Prayssac’s first deputy.
