The President of the Republic announced, Monday, in Diamniadio (west), several reforms concerning public procurement, certain training schools and “recruitments at the National School of Administration”. “I ask the Prime Minister to propose to me an ambitious program for the transformation of the Civil Service including the reform of specialized training schools, as well as training and recruitment at the National School of Administration,” declared Bassirou Diomaye Faye. He spoke at the conference of public administrators and managers. The desired change “requires (…) perfect knowledge of the organization of the State and its procedures, in particular those governing public procurement”, underlined the President of the Republic by announcing the creation of a new agency in this sector: “I have already received from the Prime Minister the project to create a national agency for the centralization of public procurement.”

“Our objective is to rationalize State expenditure and improve our budgetary room for maneuver, within the framework of sustainable consolidation and virtuous management of our public finances,” he explained, concerning the reason for the creation of said public structure. The President of the Republic asked the ministries to complete the development of their sectoral policy letter.

“In this dynamic, under the coordination of the Ministry of Finance and Budget and the supervision of the Prime Minister, I ask you to finalize the sectoral policy letters in each ministry and to establish a culture of dialogue…” “The Prime Minister will ensure rigorous management of public real estate, improvement of the living environment in administrations and optimal use of IT equipment and digital services, which will be validated by the Ministry responsible for Digital Affairs,” assured the head of the state.

He says he wants “the generalization of quality management in all public and parapublic structures”. “We must advance the culture of quality and aim for systematic certification of all our procedures, whether simple or complex.”

Bassirou Diomaye Faye believes that “the time has also come to accelerate the digital transformation of our administrations”. In this regard, he adds, “the dematerialization of formalities and their simplified accessibility represent guarantees of transparency and good governance.”
