The mayor of Charleval (Your) Pascal opened the ball of wish ceremonies, Saturday January 4, 2025 in the Charles IX room, in the presence of senator Kristina Pluchet, deputy Timothée Houssin, president of the Community of Communes Lyons Andelle (CdCLA) Jean-Luc Romet, numerous mayors and elected officials from surrounding communities.

On the public side, it was a little more sparse than in previous years, undoubtedly because of the winter weather and the orange vigilance triggered by Météo for snow and ice.

Surrounded by members of his council, the first councilor began his speech by recalling “all [leur] gratitude to the lifeblood of our village and welcoming all the new families who have settled in Charleval.”

He also underlined their “attachment to traders and craftsmen, business leaders, farmers, health professionals as well as to the gendarmes and firefighters who work daily for the well-being and development of our village”, adding that “the associative fabric contributes to the dynamism of our commune. »

Achievements

Pascal Calais then looked back on the achievements of the past year of the municipality, included in the Small Towns of Tomorrow program since 2021: inauguration of 9 labeled senior housing; opening of the medical equipment showroom and the radiology office; repairs to the D1EA (rue du Catelier), the roof of the Place de la Poste kiosk, the wash house; inauguration of the nursery school courtyard; moving of the music school to the new premises; election of new members of the Municipal Children's Council; prize for good practices in towns and villages in bloom; and obtaining the Territoire de Culture label.

On this subject, the mayor gave the floor to his deputy for finance and culture, Maud Dalissier, who then explained that “this label is awarded by an association, with which you must submit a file indicating everything that the community puts in place in favor of culture”.

She specified that “when the members of the jury saw the size of the file compared to that of the municipality, they were very impressed! »

With her dual role – finance and culture – she explained that if “Charleval is lucky to have a substantial budget, this comes from the fact that the town has had important companies on its territory. […] This budget allows us to do not only a lot of culture, but also social activities; if we have a music school and a social center, it is thanks to this grant. »

Concerning the file strictly speaking, it was a question of highlighting all the cultural actions of Charleval, all its associations; efforts rewarded by obtaining the Territoire de Culture label.

Speaking again, the mayor mentioned the projects for 2025, including one that is particularly close to their hearts:

“The rehabilitation of the former SNCF hall into an associative and cultural hall, which will welcome Charlevalais residents in a completely redesigned environment, suitable for large gatherings and cultural activities. »

In this regard, he thanked “the municipal councilors, the partners, in particular NCN architect and the municipal services who worked and made possible this major project, the cornerstone of our mandate”.

“Carried out in the CDCLA territory contract, this project, the cost of which amounts to €1,600,000, benefited from financial support from the State, the Department and the Region to the tune of €964,000. The remaining municipal charge of €636,000 will be financed by a loan. »

Projects and budgetary prudence

The other 2025 projects are as follows:

– replacement of more than 90 conventional bulbs with LED bulbs, more efficient and less energy-consuming, thanks to the participation of SIEGE 27;

– construction of a pedestrian path between the old railway line and the forest leading to Ménesqueville, rue de la Forêt towards Tronquay;

– repair of part of the sidewalks on rue Abel Jumelin and route de Perriers.

Pascal Calais, however, specified that “the 2025 budget will certainly be more constrained than previously and that the municipality will surely have to arbitrate certain expenses to respect its 2025 budget line”; this is due to the current political climate, which has been quite uncertain in recent months.

Wishes for the country

Finally, after his reiterated thanks to the community's leaders and to elected officials and institutional partners, the mayor sent everyone his best wishes for health and prosperity, and expressed “the hope that in 2025, our humanity finds the path to peace between nations in the world; that France remains faithful to its values, to the motto of our Republic, and that our leaders worry less about the diktats of Europe but that they work more for our agriculture, our industries, our businesses and above all for all the inhabitants of our country.”

After which, the floor was successively given to Jean-Luc Romet, Timothée Houssin and Kristina Pluchet; everyone saluting the work of the municipality, in particular the past construction of the medical platform, recently equipped with an imaging center, and the future construction of the large community hall; but also being cautious about the political future of the country, taking into account the latest events, including the dissolution of the National Assembly which the senator described as “an irresponsible decision on the part of the president, and which plunged our country into a political crisis: we ended the year without a budget! »

Then, after the musical ensembles of the Municipal Harmony and Clarival sang a few tunes, and the public attended a retrospective in images of the year 2024, it was around the glass of friendship that finished the ceremony.
