Surrounded by a large part of the municipal council, Philippe Turcan, Mayor of Rives-d'Andaine (Orne) presented his wishes to the population and took stock of the achievements of the past year and future projects.
The past year was marked by the commissioning of the Couterne-Haleine wastewater treatment plant for €1.5 million subsidized at 60%, and the technical services building of 480 m2 at La Chapelle-d’Andaine “where photovoltaic panels will be placed on the roof.
Kiosks, made by the wood section of the Andaines high school, have been added to the Haleine canoe base and the La Chapelle d'Andaine play area.
Other achievements: toilets and the emptying area for Couterne and La Chapelle motorhomes; the girls' locker room at the Couterne football stadium.
Renovation work was carried out at primary schools, including the construction of a playground at Jean-Hélion in Couterne.
“We renovated the paths of the La Chapelle cemetery, the roof of the Willy restaurant in Haleine, and that of the Geneslay water tower with the Andaine Intercommunal Water Union. The old town hall of Haleine has been renovated to accommodate an osteopath. The Genêts housing estate in Geneslay has been serviced and fences have been made.”
As for addressing: “the final phase is approaching, it is a lot of work carried out by the commission with 1,700 addresses to review”.
Project side
For 2025 and the years to come, many projects will see the light of day or are being studied.
In Couterne, the media library will be renovated. “She will be transferred to the room, rue de Lassay, for a year. The 1is floor will be transformed into four apartments, announced Philippe Turcan. In addition, two homes will be built at Clos du Bois with Orne Habitat.”
On the other hand, the salle Raymond-Ponot will be renovated, “it has interesting potential because it can accommodate up to 300 people”. In terms of commerce, the butchery will expand with the construction of a laboratory for which the State is helping to finance.
In the neighboring delegated commune of Haleine, 2025 will be marked by the moving of the war memorial for safekeeping. “We hope it will be done by May 8.”
-At La Chapelle-d'Andaine, the Church Square will be redeveloped, the gate and fence of the cemetery will be made, housing will be built by Logissia at La Boiserie.
Opposite the cemetery, premises will be deconstructed in preparation for the construction of the Health Center by the Andaine-Passais Community of Communes.
A mini-crèche is also planned “to have new residents and fight against desertification. Because, unfortunately, at the next school year, a class will close at the public primary school.”
Interventions are also planned in the Roland-Fléchard room “which has waterproofing problems, especially in the school restaurant”.
As for the prefab which was behind the town hall, “it will serve as a clubhouse for the girls at the football field”. Philippe Turcan concluded by thanking all those involved in the functioning of the municipality.
“Sobriety”
For his part, Sylvain Jarry, president of the Andaine-Passais CC, took stock of the projects falling within his competence. “The road from Lassay to Couterne will be resurfaced,” he announced. When it comes to finances, the watchword for the elected official is sobriety. “We are going to review all contracts, telephone, gasoline, environment. Subsidies to associations will decrease and will be subject to control. The frequency of garbage collection will be adapted to needs. The bags for household waste will be transparent in order to require sorting and to refuse them, if this is not done. The children of parents who do not live in Rives-d'Andaine will not be systematically taken to the daycare centers.”
Electric bikes will be available and recharging stations will be installed at the Saint-Fraimbault leisure center, in Bagnoles-de-l'Orne, and at the Tour de Bonvouloir in Juvigny-sous-Andaine.
Departmental councilors of the canton of Bagnoles, Sylvie Serais and Olivier Petitjean wished everyone the best for 2025. “At the departmental level, out of a budget of 441 million euros, 60% is allocated to solidarity. A reduction of 6% of the budget will be made for 2025. Also, the destruction of Asian hornets will no longer be reimbursed.
Sylvie Serais informed that “the discovery weekend of our territory will be repeated with doctor of medicine interns, to make them want to come and settle here”. And Olivier Petitjean added: “to fight against the desertification of our communities, companies should collaborate with communities to settle the population.”
Solidarity
After the speeches, the residents gathered for a moment of conviviality, “but without savory or sweet petits fours, in order to save money and be able to donate €3,000 to the island of Mayotte, to help with reconstruction” , concluded Philippe Turcan.
