After collective work with psychiatry stakeholders in Haute-Garonne, ARS presents the Pact for the rebuilding of psychiatry in the region. It breaks down into three axes more than fifty measures and a readjustment of allocations to the tune of €20 million. Press release.

The Occitanie Regional Health Agency (ARS) has been committed for several years to supporting the strengthening of actions in favor of mental health and psychiatric care in Haute-Garonne as part of the Regional Health and Safety Project. the mental health roadmap. Despite this active support, psychiatry in Haute-Garonne has been experiencing increasing tensions for several years, linked to a major and continuous demographic change in the area (+33% in 20 years).

Following several serious events at the start of 2024, emergency measures were taken and a Monitoring Committee bringing together all stakeholders was set up. All stakeholders recognized the need to conduct collective and cooperative reflection to sustainably respond to the challenges of the population's needs. These reflections are also part of the recommendations of the two IGAS reports on psychiatry in .

The field players gathered around this Pact wish to initiate, alongside the ARS, an in-depth overhaul of the organization of the psychiatric sector, for care more oriented towards prevention and moving towards, more integrated and more inclusive. A significant effort is also being made to support the humanization and modernization of establishments which are committed to improving the quality of reception, in particular that of people receiving care without consent.

The mobilization of stakeholders within the Monitoring Committee led to the identification of three areas of work allowing a sustainable improvement of the offer around a better structuring of the emergency sector, the improvement of pathways and care, in particularly on child psychiatry and care without consent, and around the attractiveness of the sector, necessary and essential to the support and implementation of the identified actions.

The ARS would like to salute and thank all the caregivers and teams who welcome, guide, care for and support patients every day: this Pact is intended to be constructive and engaging to support their daily action.

The ARS underlines the commitment of the Territorial Psychiatric Community, extended to all private establishments authorized in psychiatry and to the Association supporting the Territorial Mental Health Project (PTSM): their proposals for reorganization and development of the The supply constitutes the foundation of the Pact and must continue to fuel reflection to sustainably transform the supply.

The ARS also welcomes the commitment of UNAFAM, representing users, which has invested in building the actions supported by the Pact. In the same way, the ARS welcomes the commitment of the staff representatives and elected officials who supported the development of these measures.

This Pact is also a new way of co-constructing health and the ARS will continue this integration of the words of all stakeholders in the health system to advance the representation of psychiatry and meaningful actions. for patients.

Concretely, the three axes of the Pact bring together more than fifty measures already identified and for which a readjustment of allocations of €20 million has already been made, of which €9 million has already been committed.

This Pact to refound the organization of psychiatric care in Haute-Garonne (2024-2028), now signed, is intended to be enriched by new actions which are at this stage still under consideration.

The ARS reaffirms alongside the stakeholders the absolute need to strengthen the local offer, as close as possible to the populations, and to guarantee adapted and rapid care, particularly for young people.

With this objective, this Pact aims to be a solid base which unites the actors which allows a real change for psychiatry by being fully part of the mental health issues of Haute-Garonne.

Trois axes de travail
Les trois axes de ce Pacte, assortis d’objectifs de transformation clairs et intégrés dans les différentes évolutions en cours, sont les suivants :
• La structuration, le renforcement et le repositionnement du fonctionnement des urgences psychiatriques et de la filière urgence.
• L’amélioration des parcours et des prises en charge, en particulier sur deux filières qui font l’objet de difficultés fortes et persistantes malgré la mise en place et l’effectivité des mesures prises en février 2024 : la pédopsychiatrie et les soins sans consentement, dans une logique de prévention et d’aller-vers.
• L’attractivité de la filière, nécessaire au soutien et à la mise en œuvre des actions identifiées
