The Criminal Investigation Division (DIC) put an end to the activities of a fraud network orchestrated by A. Mboup, a man posing as “minister advisor under the old regime”. According to The ObserverA. Mboup abused the trust of around ten candidates for emigration, collecting more than 13 million CFA francs by promising trips to Spain as part of fictitious programs.
The victims, men and women, had been lured by promises of participation in an agricultural program supposedly concluded between Senegal and Spain. A. Mboup, adorned with a facade of respectability, received his victims in a villa in Kounoune, persuading them to pay 2,500,000 CFA francs, including a deposit of 500,000 CFA francs, to guarantee their place in this project. In total, the first victims paid more than 2.2 million CFA francs, while a second group, convinced by an alleged government program “Xëyu ndaw ñi”, paid more than 11 million CFA francs.
Tracked by his victims and summoned several times, A. Mboup was finally arrested. During his hearing, he confessed everything, revealing an alleged collaboration with a man named I. Mbaye in Spain. The latter, according to A. Mboup, would have proposed a quota of Senegalese candidates to be recruited for a fictitious immigration program. A. Mboup justified his failures to honor his commitments by a change in the selection criteria imposed by the new Senegalese authorities. While awaiting legal action, the case illustrates the abuses linked to the exploitation of the hopes of young people in search of a better future.
