The budgetary guidelines gave rise to some tense exchanges between the majority and the opposition. 2025 risks being a financially and politically tense year.
It was the last municipal council of the year. On December 19, elected officials were to debate the budgetary guidelines for 2025. As usual, two visions oppose each other. That of course of Quentin Briere and the other of Jean-Luc Bouzon, a mano a mano to which we must add the sound of Pascale Krebs' bell. In any case, it is the political act which will determine the city's priorities for the coming year.
“We have the gray matter in Saint-Dizier!”
Thus, in 2025, investment expenditure is estimated at 20.5 million euros, or 920 euros per inhabitant. Among the most important components we find the Education-Youth-Sports section and its 8.05 million euros. It is the new Clos-Mortier school whose plans must be revealed during the wishes to the population on January 13 which takes the lion's share with an envelope of 5 million euros. The new sports complex at the former Décathlon will receive one million euros.
“We are going through a period of instability, we have no visibility, there are considerable budgetary restrictions,” remarked Mayor Bragard who rolled out his budgetary guidelines at full speed. The second item in this budget concerns the transformation of public space with 4.02 million euros. Heavy work is planned in Vert-Bois (1.4 million) for rue Entrevan and the former shopping center (1 million).

A third chapter focuses on the operations of ''Revealing Saint-Dizier'' for 3.25 million euros. There we find the land twinning of Malterie for 750,000 euros or the rehabilitation of Place Emile-Mauguet. But it was the creation of a commercial property company which provoked the wrath of the opposition. “200,000 euros for design firms, we have the brains in Saint-Dizier!”said Jean-Luc Bouzon, for whom the priority should be to “put the Bragards back in the center”particularly those, some 7,000, who live on less than 1,000 euros per month.
-Create public spaces
According to Quentin Brière, the City cannot find a developer to take charge of the former Vert-Bois shopping center. “To attract them, we must create public spaces”estimates the mayor who has once again confirmed that the Sunday market will go up Boulevard Allende.
Also note in its guidelines a budget of 2.2 million euros for the modernization of public lighting. For her part, Pascale Krebs, also for the opposition, but rather on the right, deplored a “lack of clarity” in these guidelines and documents which only reach elected officials the day before the municipal council meeting. Several battles during this session were a perfect reminder that 2025 will indeed be the year that will launch the campaign for the 2026 municipal elections.
