In the relative ranking, construction expenditure and investments in transport infrastructure are calculated in francs per capita. In addition, instead of the absolute number of new housing units, we consider the relative change in percentage, i.e. the number of housing units available in 2022 compared to 2013. Finally, the change in urbanized area is taken into account as a percentage of 2018 by compared to 1997.

In this analysis, it is no longer the large Swiss cities that dominate, but municipalities with a few hundred inhabitants. Gollion (VD), Gilly (VD) and Ecublens (FR) occupy the first three places. These are quiet communities with lots of green spaces, located on the outskirts of Lausanne. It is also notable that eight of the ten municipalities most favorable to construction are in French-speaking Switzerland, in the cantons of Vaud and Fribourg. The two German-speaking Swiss exceptions are Niederönz (BE), in sixth place, and Fläsch (GR), in ninth place. Kloten, already mentioned, is the first large city (more than 10,000 inhabitants) and ranks eleventh. Zurich only reaches 966th place in the relative ranking, while Winterthur is 672nd.
